The UrbaniCS system is intended for the organizations and governing bodies responsible for maintaining the information systems of ensuring town-planning activity (ISETPA) of municipal and regional levels. It can be used by large and medium-sized enterprises for creation of the end-to-end corporate cadastral systems.

In the version of UrbaniCS 2.5 the connectivity of external modules from third-party developers is implemented. Use of functions of Oracle allowed to regulate technical processes. Application of highly effective algorithms provided an opportunity to automate process of graphic creation of the development plan for a land plot, process of input of surveys in ISOGD and their issue in file exchange formats.

In September, 2016 reported to CSoft-Terra Ltd that by the Order of the Ministry of Telecom and Mass Communications of the Russian Federation of September 5, 2016 the Unified register of the domestic software includes the software package UrbaniCS developed by CSoft Group providing multi-user monitoring of space and semantic data, automatic generation of reporting documents on the templates changed by users, support of technology processes in the different subject directions including automation of maintaining the information systems of ensuring town-planning activity (ISETPA). UrbaniCS is also a technology platform which, using special expansion units, is provided in the form of a number of an industry GIS-applications for the power supplying enterprises (EnerGuide), the gas supplying enterprises (GazGuide) and also the enterprises performing operation of road economy (RoadGuide).

AUTOMATED WORKPLACE

The Automated Jobs (AJ) of UrbaniCS is the "easy" user applications providing multi-user access in real time to space, descriptive and other data types in uniform storage under control of Oracle DBMS (including the option Spatial).

Functionality

The user of UrbaniCS has an opportunity to execute one or several processes on the automated workplace: acceptance and the automated input of requests; maintaining (monitoring) objects on digital maps by input of space data on executive shootings and results of land management; input and a binding of the descriptive data on all object types (both displayed, and not displayed on digital maps); preparation of reference, statistical, analytical information on any characteristics of objects; preparation and printing of town-planning documents, etc. Differentiation of powers of users is implemented by purpose of roles and the working groups — the Oracle DBMS standard mechanisms are for this purpose used. So, the automated workplace "Head" allows to conduct control over the implementation of requests of clients, to appoint work types to chiefs of departments, to get quick access to statistical information (as integrated on any indicators, and on separate objects), to perform object search according to the card and many other things. The automated workplace "Cartographer" provides preparation and monitoring of the cartographic basis including the plan on duty, schemes of territorial planning, zoning, regulations, the thematic and other maps intended for multi-user access of other staff of the organization.

Principal components of the information system of ensuring town-planning activity (ISETPA)

The built-in possibility of the retrospective analysis allows to consider changes of space and descriptive characteristics of subjects of ISOGD and to make data exchange on the basis of accounting of changes using Oracle Workspace Manager. Oracle Workspace Manager represents a program superstructure over Oracle DBMS. With its help any user if necessary can generate without reset of contemporary records on the monitor information on any timepoint, with a possibility of consolidation on one card of up-to-date and historical data, and adjustment of historical data "backdating" here is excluded essentially.

The automated workplace set, intended for monitoring and certification of objects of town-planning activity, such as objects of capital construction (including buildings, buildings, constructions), the land plots, branches, zones with a limited usage mode, town-planning regulations, utilities (warm, gas - and power supply networks, the sewerage, a water utility) and many others is also implemented. For the solution of these tasks in UrbaniCS on the basis of the accepted industry (departmental) reference books unique for different types of objects and communications, input of descriptive information on all listed above objects is organized in the multi-user mode. Use of reference books significantly saves time of employees and excludes the errors almost inevitable at manual entry. The uniformity of the description of objects guarantees exact and quick search on their characteristics, and also provides a possibility of preparation of exact statistical and state-of-the-art reviews. So far in a system maintaining a set of different types of reference books is implemented. Among them the address register, the reference book of physical persons and legal entities, types of the rights, documents, materials, the permitted use, categories of lands, types of buildings, buildings, constructions and many other things.

In addition to convenient means of certification of UrbaniCS it is equipped flexible and the intuitive interface of the analysis called by "drag-and-drop". To any user, regardless of depth of his knowledge of information technology field, well instant creation of any analytical reports. Most this means will be demanded by leadership team and specialists analysts.

For expansion of set of attributive characteristics of objects ISOGD without the need for reengineering of user applications of UrbaniCS, the upgradeable structure of semantic data was developed. This technology allows to develop forms and their functionality of any level of complexity and under any needs of the end user. At the same time there is no intervention in the master code of the application.

In addition

One more advantage of UrbaniCS — capability to solve a problem of earlier saved up or raznoformatny initial data (vector, raster, tabular). The instrumental GIS CS MapDrive "on the fly" reads out and integrates in the general coordinate space all initial data in any GIS formats (ESRI, MapInfo, AutoCAD, Access, Oracle, etc.). After initial geospatial data are collected in the uniform project of the GIS CS MapDrive, they can be exported to the Oracle DBMS uniform storage from where they become available not only professional to GIS users, but also all staff of the organization.

One of key problems of preparation of town-planning documents consists in the standardized registration, use of the accepted conventional signs and printing on the preset templates. All these vital options are already implemented in UrbaniCS thanks to powerful cartographic opportunities of CS MapDrive and the built-in editor of preparation of reports.

UrbaniCS not just automates activity of the certain specialists who are engaged in maintaining ISOGD. It implements: the "end-to-end" technology covering all cycle of the works performed by different departments: from processing of results of field works (land surveying of the land plots, executive shooting, survey) before control of the movement of documents and accounting of encumbrances and restrictions; uniform production cycle with problems of monitoring of a real estate, capital construction, utilities and also with the solution of analytical and calculation tasks (optionally — forecasting of effects of input of new objects, rapid response to effects of technogenic situations); tough regulation of access at the level of space and descriptive data (visibility, the space filter, reading/record); automatic generation of standard documents on a set of the set templates available to change/addition only to the system administrator.

UrbaniCS is easily integrated into information systems of the municipal entity, area, the enterprise. Working in Internet/Intranet networks, it allows to work in an interactive mode with any remote space data. And ensuring broad access to significant complex town-planning information promotes increase in business activity of administrative personnel of authorities and enterprises.

A particular interest in respect of creation municipal and corporate represents to GIS implementation of UrbaniCS together with the software package UtilityGuide. The main consumers of UtilityGuide are the organizations operating utilities (a water utility, the sewerage, heating systems, the gas pipeline, power supply networks, telephony). Integration of UrbaniCS and UtilityGuide within the general solution GIS on the basis of the uniform data warehouse (Oracle DBMS) allows to create a common information space and provides management tools territorial resources at a stage of implementation and operation of municipal GIS or GIS of large enterprise.
