The 1C: Accounting and Trade company (BIT) completed the project of automation of "The federal center of cardiovascular surgery" in Krasnoyarsk based on the solutions "1C:Enterprise 8". Use of the specialized solution "1C:VDGB: Accounting of food, calculation and dietetics in budgetary institution" provides the maximum compliance of a power supply of patients to instructions of doctors: everyone receives that diet which is necessary for its speedy recovery. Purchases of each type of products are planned in strictly certain quantity that excludes possibility of losses because of damage of food. Solution "1C: Medicine. The hospital drugstore" allows to distribute medicines between patients and to control observance of medical appointments. Accounting and tax accounting is organized using the 1C: Budget Institution Accounting 8 program which helps the medical center not to exceed the set limits of budget commitments.
Federal State Budgetary Institution Federal Center of Cardiovascular Surgery of the Ministry of Health and Social Development of the Russian Federation in Krasnoyarsk began the medical activity in September, 2010. Three surgical departments for adults on 150 beds, surgical department with a possibility of joint stay of mother and child on 18 children's beds, intensive care unit on 44 beds and also advisory clinic for adults and children on 140 visits per shift are a part of the center. The center accepts residents of Krasnoyarsk, Krasnoyarsk Krai, the Republics of Khakassia and Tuva and also nearby territories of Siberian Federal District.
In the center on hospital treatment at the same time there can be about 200 patients for whom the medicamentous rate (on doctor's orders) and special dietetics is provided. The menu forms according to features of a disease and is an integral part of medical process. Besides, many products ‑ perishable (for example, milk, meat), and it is necessary to order them often and in the necessary quantity. Therefore a system which will allow to execute precisely instructions of doctors regarding a food allowance of patients and also to plan purchases of products was required.
Also it was necessary to organize the personified accounting of write-off of funds for medicines. Because of a large number of nomenclature positions manually to control supply rates, expiration dates and a consumption of medicines rather difficult. Besides, the Cardiocenter is public institution, and it needs to control expenditure of the allocated budgetary funds accurately. Therefore even before opening of the center the management made the decision on implementation of an information system which would provide operational and high-quality accomplishment of all these tasks.
For automation the complex of software products on the 1C:Enterprise 8 platform which functionality corresponded to requirements of the center was selected: program for accounting of medicines ‑ "1C: Medicine. Hospital drugstore", industry solution for accounting of dietary dishes - "VDGB: Accounting of food, calculation and dietetics in budgetary institution" and also the solution "1C: Budget Institution Accounting 8" providing exact conducting accounting and tax accounting in budgetary institutions.
As the partner in implementation the 1C: Accounting and Trade company (BIT) having successful experience of automation of medical institutions was selected.
As a result of implementation of a diyetsestra got rid of need to calculate kilocalories manually. Solution "VDGB: Accounting of food, calculation and dietetics" contains recipes in budgetary institution more than 1600 dishes and about 15-20 "tables" ("table" ‑ a diet on which the patient eats) for patients with pathology of a cardiovascular system. Diets for children of different age are provided. When the patient arrives, the doctor selects for him a diet from the list, then the diyetsestra appoints to the patient "table" (for example, "table No. 5"). Data automatically come to accounting then procurement of products which are considered in the program is conducted. The next morning the patient begins to eat on the diet. If during a course of treatment there are changes in a diet, the program allows to change "tables" on the same day when the doctor introduced amendments in the patient's diet.
Requirements to products, for example, milk fat content level are registered in each diet. The program controls purchasing amounts of each type of products taking into account the number of the patients who are on a certain diet and stock remainders. It allows to observe storage lives, to avoid emergence of financial losses because of damage of products and not to be beyond "" the budget on catering services.
Using the program "1C: Medicine. The hospital drugstore" is considered intake of medicines taking into account the name of medicines, a dosage and also their volume. Medicines are charged off on departments according to appointments in the medical record. Thanks to integration "1C: Medicine. Hospital drugstore" with the 1C: Budget Institution Accounting 8 program reports on the movement of medicines daily come to accounting. Thus, the Cardiocenter accurately controls budget implementation and does not exceed a limit on purchase of medicines. As a result already from the moment of the opening the Cardiocenter could provide to all patients the high level of service.
Gusev Sergey Dmitrievich, the chief of information service of "The federal center of cardiovascular surgery", commented on project deliverables: "The implemented information system gave us the chance to provide to our patients the best medical care. It is very important as people from all Krasnoyarsk Krai and the neighboring regions go to the center. Among them there are children, elderly people, patients with extremely serious illness. By the time of when there arrived the first patients, all necessary settings were made and the personnel are trained. The cardiocenter received an accounting system which allows to control purchases of drugs and products and their distribution between patients. In accounting daily receive reports on the movement of medicines and food, see expenditure of Inventories, etc. Budgets are observed, the labor input of transactions is reduced. And, the most important, we are sure of high quality of our service".
