BARS.web and Uniform Registry

Federal fragment of Uniform State Health Information System

Joint project of BARS GROUP company, Rostec state corporation and National Center of Informatization (NCI). BARS GROUP acts as the developer of key subsystems Uniform State Health Information System – "Federal electronic registry", "The integrated electronic medical record", "Nosological registers" – and gives three-level technical support to users of a system from all regions of the Russian Federation.

BARS.WEB - Uniform registry

The information and analytical system "BARS.WEB - Uniform registry" represents the software package intended for accomplishment of a problem of process automation of signing up of the patient in health facilities by means of remote access, obtaining analytical information on activity of health facilities in region scales.

A system provides a possibility of maintaining the uniform centralized database with providing remote secure access for participating health facilities.

Application of the solution will allow you:

• pass to electronic rendering public services in the field of health care according to the Order of the Government of the Russian Federation of 12/17/09 No. 1993-r;
• improve quality of rendering medical services in the region;
• provide to the population information on treatment and prevention facilities of the region, on the rendered services, the schedule of doctors by means of the uniform portal which is available 24 hours a day, seven days a week;
• give to patients of treatment and prevention facilities the chance without queue and participation of staff of registry to register in appointment using the information booth, the home computer, the Internet;
• to online control loading of health facilities;
• construct uniform regional call center;
• provide management of health sector, being based on most detailed data;
• stimulate subordinated organizations to achievement of higher rates;
• obtain analytical information on activity of subordinated organizations, proceeding from different indicators.

For creation of uniform information storage the database server with secure channels which carries out work in the "24 hours a day, seven days a week" mode is installed.

The software package "BARS.web and Uniform Registry" is multiplatform and can function on Windows platforms, Linux. Allows use of the different database management systems (DMS) which - as are freely distributed and commercial. It is especially relevant in traffic conditions of public sector of economy of Russia towards the open source.

As a database server of a system the following DBMS can be used:

• PostgreSQL of version 8.3 above (free, freely extended);
• Oracle 9i above;
• Microsoft SQL Server 2005/2008 (only for Windows Server);
• MySQL 5.0 above;
• IBM DB2;
• Firebird 1.5 above.
