The territorial fund of compulsory health insurance of the Rostov region develops an electronic document management system

In the Territorial Fund of Compulsory Health Insurance (TFCHI) of the Rostov region additional licenses of an electronic document management system "CASE", the options "Line Scanning", "Scanning" and "Management Subsystems Processes" of development of Electronic Office Systems (EOS) company are implemented in commercial operation. Delivery and technical maintenance are performed by NPTs Cosmos 2 LLC company – the partner of EOS Group in Rostov-on-Don.

Since 2007 in TFCMI of the Rostov region the electronic document management system "CASE" is used. In 2011 the management of the organization made the decision on development of a system both by the number of the used licenses, and on implementation of the options deliverable in addition. The solution was caused by significant increase in volume of the documents which are in operational consideration and also a possibility of use of new technological solutions during the work with documents.

TFCMI of the Rostov region the electronic auction on delivery of 55 additional licenses of the CASE system, the options "Line Scanning", "Scanning", "Management Subsystems Processes" and services in installation and setup of a system, acquaintance of specialists of different technology level with basic functions of EDMS "DELO" and start to commercial operation was announced. NPTs Cosmos 2 LLC was recognized the winner of an auction.

Initial system deployment "MATTER" in TFCMI happened based on DBMS MS SQL. Considering that the automated industry solutions in the organization are operated on the DBMS industrial platform ORACLE, the decision on transfer EDMS "CASE" on this technology platform was made.

Specialists of EOS Group company quickly executed transaction of converting of the database EDMS "DELO" of MS SQL DBMS in ORACLE DBMS.

The further works connected with start of a system in operation, setup and training were carried out by specialists of SPC Cosmos 2 jointly with the customer's specialists.

Within November, 2011 60 jobs of EDMS "DELO", including "A management subsystem by processes" and the options "Line Scanning" and "Scanning" were set and configured. Inline tuning of a system is made, basic reference books of a system are completed, process of approval of documents is configured and started. All users are acquainted with basic functions of EDMS "DELO" as in the form of the general seminar, and is individual in each workplace. Routes of passing of documents in a system according to existing regulations are configured. All incoming documents are scanned and entered in the database using the options "Line Scanning" and "Scanning". Vising and document approval is monitored by a system automatically.

In the middle of December, 2011 a system is started up in operation. Now specialists of SPC Cosmos 2 perform maintenance of a system and render consultations to users in all structural divisions of TFCMI of the Rostov region.

In the course of implementation by specialists of SPC Cosmos 2 the presentation of the option "Automated Workplace of the Head" which received positive assessment of the customer was held. The decision on further development of the implemented project in TFCMI of the Rostov region in 2012, including acquisition and use of the option "Automated Workplace of the Head" is made.
