The ministry of informatization and communication of the Udmurt Republic implements a problem of creation of the electronic government of the region based on technical solution "The public and municipal services" of the DIRECTUM ECM system". 28 services are available to citizens of the Republic in electronic form.
According to the results of a meeting which took place on December 24, 2011 under chairmanship of Popov Alexey Yuryevich, Directors of the department of information technologies and communication of the Government of the Russian Federation the Udmurt Republic occupied one of the leading positions in the rating of subjects of the Volga Federal District on transfer of state services to an electronic form.
The ministry of informatization and communication led by Vladimir Yuryevich Pereshein, the Deputy Prime Minister of the Udmurt Republic began work in November, 2010. The key tasks of formation of the strategy of development of informatization of the Udmurt Republic, development and program implementation of development of informatization and communication in the Udmurt Republic, including for provision of services to the population in electronic form and also information exchange between state bodies of UR, local government authorities and federal authorities were set for the ministry.
Based on the Federal law of the Russian Federation of July 27, 2010 No. 210-FZ "About the organization of providing the public and municipal services" and also the Order of the Government of the Russian Federation of December 17, 2009 No. 1993-r (in edition of the Order of September 07, 2010 No. 1506-r) "About the summary list of first-priority public and municipal services at the regional level", works on design of architecture of a single system of providing the public and municipal services of the Udmurt Republic in electronic form were initiated.
The analysis of standard solutions which are present at the market showed that they not fully consider specifics of the Udmurt Republic and therefore cannot become the powerful platform integrated with legally significant electronic document management. As a result as principal components of regional infrastructure of the Electronic Government were accepted:
1. An ECM system as the regional system of execution of regulations of providing state services and the system of interdepartmental electronic document management (in property).
2. SIEI and the regional portal of state services (in lease).
3. A geographic information system (GIS) (in property).
4. The system of a business intelligence is the Management state automated system.
ESM-sistema had to meet the following requirements: to Represent the platform and for the system of execution of regulations, and for interdepartmental electronic document management. to Support the single interface for the official, both during the work in EDMS, and at the appeal to the system of execution of regulations of providing state services. to Be scalable, to support work of 10,000 users. to Give an opportunity of introduction of modifications and settings by forces of specialists of the Ministry of informatization and communication and Budget institution of the Udmurt Republic "Resource information center of the Udmurt Republic". And also to work on own server hardware of the Ministry of informatization and communication of UR.
Based on holding competitive procedures the final decision – the DIRECTUM ECM system was selected. As the supplier of the regional System of Interdepartmental Electronic Interaction (SIEI) and the Regional portal of state services of UR the Rostelecom company providing the required solution on the terms of the service contract was selected.
The project on transfer of public services to an electronic form included the following works: Carrying out analysis of 28 first-priority services of the Udmurt Republic and development of project solutions on each service. Implementation of settings of processes of providing 28 services in SIR. Setup of magazines of registration of statements from applicants when providing state services and monitoring providing state services. Development of forms of the reporting for control of execution of electronic regulations of providing state services in electronic form in SIR. Implementation of web service for the organization of interaction about RPGU UR and the SIEI UR. Development on the basis of the templates of Technical specifications and Forms provided by the Customer for the generator of forms on RPGU UR. Training of government employees in work in SIR.
The uniform server of all system is decided to be placed in the Republican data processing center of the ministry of informatization and communication of UR.
The working group of an implementation project was headed by Andrey Prokoshev, the first deputy minister of informatization and communication of UR.
28 services were among first-priority services from the Order of Government of the Russian Federation No. 1506-r and also other public and municipal services, the most demanded at citizens. Among them, for example, such services as reception of applications and issue of documents on approval of reorganization and (or) re-planning of premises, setting of citizens on accounting as persons in need in premises; issue to citizens of certificates of state registration of marriage, etc.
The scheme of electronic public services works as follows: the Grazhdanin/organization will become authorized on the http://18.gosuslugi.ru/pgu/ portal, creates the request for providing service. the Request from the portal of state services is transmitted through SIEI in SIR. the Official receives the application, checks its correctness, further the service is automatically transferred to responsible department. In case of need obtaining references, documents or data from other authorities and local government of the Udmurt Republic and also the official creates of Federal executive authorities in SIR requests and receives on them answers. the Citizen can trace the course of consideration of the request via the portal of state services where the relevant statuses are transferred. On a result of providing service the citizen receives the notification on the fact of providing service (the 5th stage) or the invitation behind obtaining result (the 4th stage).
At the expense of the module "Management of Performance Indicators" the interested department can make monitoring of provision of services, estimate how many and what services it is provided in electronic form or at personal acceptance, to check accomplishment of terms and also to estimate activity of citizens depending on a day of the week, season and other factors. The similar analysis allows to make the correct management decisions and to optimize activity of the government employees participating in providing state services.
Thus, by the end of 2011 28 public and municipal services of the Udmurt Republic without subservices are transferred to an electronic form. Till July 1, 2012 the Ministry of informatization and communication of the Udmurt Republic is going to transfer to an electronic form all services from the Order of Government of the Russian Federation No. 1993-r, further the solution will be replicated on all local government authorities of the Udmurt Republic.
2013: The fourth stage is implemented
The ministry of informatization and communication of the Udmurt Republic and Kompyyuter Consult company completed the 4th stage of the project of transfer of the public and municipal services to an electronic form on the basis of the state information system "System of Execution of Regulations of UR" (GIS SIR UR). 16 services are transferred to an electronic form, 96 services are brought to the regional portal. In total in electronic form on the regional portal more than 150 republican public and municipal services will be available.
Implementation affected departments:
- Ministry of Economics of the Udmurt Republic;
- Ministry of Education and Science of the Udmurt Republic;
- Ministry of the property relations of the Udmurt Republic;
- Ministry of Natural Resources and Environmental Protection of the Udmurt Republic;
- Ministry of forestry of the Udmurt Republic;
- Administrations of municipal entities of the Udmurt Republic;
- Committee on affairs of archives at the Government of the Udmurt Republic;
- Autonomous organization of the Udmurt Republic "Management of state examination of projects at Ministry of construction, architecture and housing policy of the Udmurt Republic".
As of the end of November, 2013 works on an output of four more services, within the fifth stage are conducted. The Kompyyuter Consult company carried out works on removal of all services rendered in electronic form based on GIS SIR UR on the regional portal of public services (RPPS). The portal is constructed on the basis of the technical solution "The regional portal of public services and services" developed by Directum company and expanding functionality of EPGU.
