In Russia the space for monitoring of dangerous loads is created uniform by GLONASS

M2M Telematics holding, the technology partner of the federal network operator of NIS GLONASS, developed the system of remote control and supervision in the field of ensuring transport security at implementation of transportations of dangerous loads using GLONASS technologies. As the customer of a system for ensuring transport security the Federal Service for the Oversight of Transport (Rostransnadzor) of the Ministry of Transport of the Russian Federation within implementation of "The comprehensive program of security of the population on transport" acted.

The main objectives of the implemented solution consist in security of transportations of dangerous loads and quality improvement of control in this sphere. Now in the territory of the Russian Federation more than 300 thousand units of the motor transport transporting dangerous loads are registered.

"Now control of transportations of dangerous loads is exercised only on stationary and mobile offices for technical supervision and also posts of traffic police of traffic police. Naturally, it is not enough for ensuring continuous and effective control behind observance of rules of transportations of dangerous loads", - the director of service of development of products and company services M2M Telematics Vitaly Poltoratsky notes.

Besides, within implementation of the FTP of "GLONASS" of 2002-2010 M2M Telematics together with regional partners - Argus Service companies (Kostroma), "M2M Telematics of Ivanovo" and "M2M Telematics Ryazan" created three regional information service centers which are connected in the single system providing control of observance of rules of transportations of dangerous and special loads at regional and interregional transportations. The centers provide control of transportations of dangerous/special loads in the region and also issue of telematic data on the vehicles which left the territory of the under control region in the information service centers of the neighboring regions.

Earlier dispatching centers were created only for the benefit of carriers and the logistic companies, now on their base the controlling functions both federal (Rostransnadzor) and the regional level (the regional dispatching centers) will be performed.

As note in M2M to telematics", thanks to the acquired experience of the company for the first time in the market of transport telematics one of the most relevant tasks regarding creation of a system of multilevel control of transportations of dangerous loads is solved. Use of GLONASS technologies will allow Rostransnadzor to perform functions of control of transportations of dangerous loads by the motor transport in the most complete volume. Responsibility between executive authorities will be distributed on territorial sign of accessory – roads of federal importance, the road of the regional level and municipal roads.
