The administration of the Tyumen region improves process of automation of public procurements

The BFT company completed the works on implementation in the Tyumen region of the centralized solution on carrying out the public and municipal procurements based on the centralized information and technical ATsK-Goszakaz platform.

Solution

Within the project integration with the Official website of the Russian Federation and with the systems of budget implementation "ADC-Finance" functioning in Finance department and all municipal entities of the Tyumen region is performed. Integration of systems provided consolidation of budget process in the region. "ATsK-Goszakaz" and "ADC-Finance" are GF ACS components (the Automated control system for Public Finances) within which such processes of management of public finance as program and target budgeting, planning and budget implementation, accounting and the reporting, purchase management, budget control, monitoring of key performance indicators are integrated and automated.

Results

Centralization of a system of the public and municipal procurements allowed to provide accomplishment of all cycle of procurement procedures: planning, formation, placement and control of execution of the state and municipal order of the Tyumen region having saved the principle of independence of purchases of each of municipal entities of the Tyumen region.

Project Continuation

On September 22, 2014 the BFT company announced end of the second stage of the project.

The second stage of the project of improvement of the ATsK-Goszakaz system in the Tyumen region is implemented in July, 2014 years. It included works on creation in the system of instruments of financial control of the purchase plan and accounting of bank guarantees. Also, according to the last innovations in 44-FZ, concerning anti-dumping measures for an exception of unreasonable reduction of prices by suppliers when carrying out tenders or auctions and in a system features for application of anti-dumping measures when carrying out purchases are added.
