For the portal developed by Systematics on the Ministry of Defence opened criminal case

Prosecutors studied the works done at upgrade of the official site of the Ministry of Defence and came to a conclusion that large fraud took place.

The Main Military Procuracy brought criminal case concerning fraud at upgrade of the official Internet portal Ministry of Defence. The website of the State Office of Public Prosecutor of the Russian Federation reported about it today. According to law enforcement authorities, they revealed violations of the law as at signing of the contract on upgrade of the website of the defense ministry, and at acceptance of works.

The prosecutor's office reports that by drawing up technical specifications on upgrade of the website, "monitoring of the prices was not carried out, and the cost of works was overstated". At the same time, said in the message of prosecutor's office, works on upgrade of the website are not performed still though in December, 2010 the amount of the government contract was transfered to account firms contractors.

Criminal case on materials of check was brought according to Part 4 of Article 159 of the Criminal Code of the Russian Federation (large scale fraud). The Main Military Procuracy demanded to take measures for return to the state of the paid budgetary funds and "make responsible responsible for violation of the law". As earlier reported CNews, works on upgrade of the website of the Ministry of Defence were performed by Sistematika group. She received the contract, having won at tender in August, 2010.

At the starting price of 50 million rubles. "Systematics" requested 36 million rubles for accomplishment of the government contract that, however, was not the minimum price request of that tender. The smallest price of the government contract - 29.9 million rubles - the Sitronics Paravane company requested. In total 7 companies took part in tender on upgrade of the website of the Ministry of Defence.

CNews discussed tender results on the condition of anonymity with the representative of one of the participating companies of the tender the Ministry of Defence. The interlocutor of the edition reported that reduction of the website to modern requirements was the main task of upgrade: filling by its multimedia content and integration with the information resources existing at the Ministry of Defence, in particular, with Zvezda TV channel.

According to the interlocutor of CNews, since tender the website visually significantly changed, however at its attentive studying traces of defects are noticeable.

Under an assumption of the interlocutor of CNews, it was physically difficult for contractor to meet the deadline of upgrade of the website allotted by tender therefore, most likely, "works were accepted under a promise to complete them later".

It is worth reminding that a competition on upgrade of the portal was held in August, 2010, and the message about start of the updated Ministry of Defence portal appeared on the website "Systematics" on May 7, 2011. In it it was said that Sistematika performed works together with broadcasting company "Zvezda" and specialists of TopS Business Integrator company (enters into Sistematika Group).

The technical project to tender on upgrade included the extensive list of works: integration of separate Internet resources of the Russian Defense Ministry into the uniform Internet portal, development of uniform means of placement of information at the portal, development of interactive services of the portal, providing required security level of information of the portal, etc.

According to the Ministry of Defence, since launch of the new version attendance of the website grew on average by 10 times, to 30 thousand visits a day.

According to the ITAR-TASS citing words of the unnamed representative of the Ministry of Defence department "renders assistance to the investigation when checking contract performance on upgrade of the website of the department".

The same agency cites words of the anonymous representative of Systematics who said that "all works on upgrade of the website of the Defense Ministry were performed in strict accordance with the public contract. Violation of the tough terms of contract performance set to the Ministry of Defence became the only shortcoming, - he added. - However we paid for it to the Defense Ministry a penalty in 2 million 820 thousand 625 rub"
