- Oleg Garib was born in 1978 in Ukraine. In 2000 graduated from the Rostov military institute majoring in: "Computers, complexes, systems and networks".

With direct participation of Oleg in most short time electric substations and electrical power transmission networks for providing a complex of construction works were constructed and put into operation.
