BARS.web and Normative Financing

Briefly

The BARS.web and Normative Financing software product provides formation of the state task for autonomous, budget and state institutions for rendering public services according to the Federal law of May 8, 2010 N 83-FZ "About making changes in separate legal acts of the Russian Federation in connection with improvement of a legal status of the public (municipal) institutions".

Calculations in the BARS.web and Normative Financing system can be performed by a regulatory or structural method.

The solution allows:

• create and maintain the unified register of state, budget and autonomous institutions;
• maintain the unified register of the prices and rates with a possibility of loading from Committee on rates and Rosstat.

Also by means of the BARS.web and Normative Financing system formation of the plan of financial and economic activity with the following details is possible:

• purposes and types of activity of organization;
• list of public services;
• list of paid services;
• indicators of a financial status of organization (data on financial and non-financial assets and liabilities).

Objectives

The solution provides maintaining the uniform centralized database in the parent organization responsible for formation of budget requirement, with providing remote secure access for the organizations financed by budgetary funds and allows to achieve the following goals:

• Formation of an information and analytical complex of planning and monitoring of settlement standard costs on rendering the public (municipal) services;

• Automation of calculations of standards of financing, financial provision of organizations and budget requirement on financing of the industries;

Formation of the information database:

• characteristic (passport) of organizations;
• rates for the housing and communal services rendered by utility companies to organizations;
• volumes of rendering the social services guaranteed by the state;
• standards of finance costs and standards of maintenance of property of organizations;
• Increase in efficiency, efficiency and quality of public administration;

• Increase in information openness and transparency of activity of public authorities;

• Creation of premises for integration of information resources at the level of the subject;

• Increase in efficiency of interaction of departmental information systems;

• Formation of a common information space of public authorities of the subject.

Multiplatformity

The solution "BARS.web and Normative Financing" is multiplatform and can function on Windows platforms, Linux, Apple, to use Microsoft Office, Open Office for formation of output documents that is especially relevant in traffic conditions of public sector of economy of Russia towards the open source.
