Health sector of the Novgorod region prepares for operation of new DPC

The Technoserv company concluded government contracts with committee on public health care of the Novgorod region on creation of network infrastructure for the regional level of a single state information system in the field of health care. The amount of government contracts was 28.22 million rubles.

Objectives

In accordance with the terms contracts Technoserv will perform a complex of works on design and creation of local computer networks in 66 medical institutions of the Novgorod region, will provide delivery and setup of software and hardware complexes and the system-wide software for the regional Data Processing Center (DPC) which will become a basic element of network infrastructure of a regional System. The DPC will integrate all medical institutions of the region and will provide integration of regional information systems and information systems of medical institutions with the corresponding federal applied systems.

Works are performed within implementation of the regional program of upgrade of health care and according to "The concept of creation of a single state information system in the field of health care" for ensuring connection of each health facility to industry network in the field of health care and medicine.

Determinations and expectations

According to the concept of creation of the single state information system in the field of health care developed by the Ministry of Health and Social Development of the Russian Federation creation of a single state information system in the field of health care is supposed (System) which will allow to create a common information space in the industry and will provide effective information support of processes of rendering and system management of medical care. Thanks to a System in governing bodies, the medical and pharmaceutical organizations it is going to automate:

• medical and diagnostic process (prevention and early diagnosings of diseases, effective use of the equipment for rendering hi-tech medical care, maintaining electronic clinical record, telemedicine),
• information support (receiving by specialists and the population of information on diseases, methods of their prevention and treatment, about drugs, about the licensed types of activity, etc.),
• management of the industry (operational data acquisition about volumes and quality of medical care, costs planning, control of expenditure of budgetary funds).

Basic element of infrastructure of a System is the federal DPC of the Ministry of Health and Social Development of the Russian Federation on which infrastructure the federal applied components and components providing integration of the regional and office applied systems in health care and integration with infrastructure of Electronic Government and also regional components of a system on the IaaS model are placed.
