The project on creation of a master personnel management system on the Leningrad NPP started in February, 2011 and opened the whole series of similar implementations on domestic nuclear power plants within the global Program of transformation of the information technologies (IT) of ROSATOM State Corporation.

As the information platform HCM SAP ERP was selected, and as the contractor on an implementation project the MOLGA Consulting company acted.

During the project HR records, management of an organization structure, payroll, accounting of organic time and also accounting of training of personnel were automated. Duplicative functions of HR department were excluded and compliance of all processes to uniform standards and rules of State corporation is reached. Besides, within the project on the Leningrad NPP training and certification more than 130 employees – employees of personnel department, work and the salary, settlement group, timekeepers and representatives of the educational and training center was provided. Now in a system about 250 users work already.

"Having implemented HCM SAP ERP, we received a single corporate system of personnel management which allowed to increase transparency and controllability of HR processes, simplified problem solving of their compliance to uniform corporate standards and rules of State corporation and also reduced time and labor costs of staff of HR departments for paper work and routine transactions. The expected economic effect of system implementation in the largest management companies of the industry and on the Leningrad NPP – 64 million rubles a year due to decrease in operating costs", - the deputy CEO for personnel of the Leningrad NPP Oleg Karpenko noted.

As a result on the Leningrad NPP received a modern management system for a human capital. Undoubtedly, this project will become a reliable basis for further successful SAP implementation of ERP HCM on all Russian nuclear power plants", - the CEO of MOLGA Consulting Panchenko Mikhail told.

In the HCM SAP ERP system in ROSATOM State Corporation 14 enterprises work already. Economic effect due to reduction of operating costs as of June, 2011 was about 25 million rubles.

Including to the questions connected with management of number of staff, staff costs, the directions of development of personnel potential, employees performance management", the HR director of ROSATOM State Corporation Dmitry Bulavinov commented.

In case of personnel management – it is the HCM SAP ERP system. Today in it 700 users from 14 enterprises of the industry work already, and payroll and reporting is made on 16 thousand people", - the director of the department of information technologies of ROSATOM State Corporation of Stepsons Vladimir told.

Project Objectives

The project is implemented for the purpose of ensuring unification and transparency of personnel management processes and also cost reduction and ordering of document flow and data storage.

Project scale

A system based on HCM SAP ERP as of spring of 2012 is implemented at head office of state corporation and also at 14 enterprises, including Rosenergoatom concern, TVEL, ARMZ, Atomstroyexport, Atomenergomash, Tekhsnabeksport, the Engineering center "RGTs" and others.

The first of manufacturing enterprises of Rosatom the personnel management system of SAP ERP of HCM was implemented by the Leningrad NPP. Now in a system about 250 users work with the Leningrad NPP already. In total in a system 700 users from 14 enterprises of the industry work already, and payroll and reporting is made on 16 thousand human.

Functionality of a system

The main functionality of a HRM system of Rosatom is personnel records, management of an organization structure, payroll, accounting of organic time and also accounting of training of personnel. Further transfer to a system based on SAP of learning processes, selection, development of career, formation of succession, a talent pool, management of business trips, an industrial health and safety is planned. On a question of whether there will be a new HRM system centralized (uniform settlement center) or decentralized, in MOLGA Consulting TAdviser said that so far it is difficult to answer it.

Economic effect

Economic effect of implementation due to reduction of operating costs as of June, 2011 was about 25 million rubles.

Project context

Since 2009 the Rosatom state corporation carries out large-scale transformation of the corporate IT platform on the basis of the best world IT products such as SAP, EMC Documentum, Oracle Primavera and others.

In 2011 in Rosatom the main pilot implementations of business applications at the largest enterprises of a nuclear and power complex were complete, the core of a common information space of nuclear sector is created. Development and deployment of a standard information system in a nuclear weapon complex began. The number of users of IT systems for the end of 2011 was about one thousand. The standard solutions fulfilled during pilot implementations in 2012 will be replicated on the enterprises of divisions.
