Biography

Was born on September 18, 1969.

Education

  • In 1993 graduated from faculty "Automated control systems" of the Kaliningrad technical institute.
  • In 2002 finished training at the Poznan university of Adam Mickiewicz (Poland) in specialization "Management of marketing and finance". Graduate of the international educational projects: Institute of the city lands of the USA together with the Moscow business school; International development Agencies of the USA; Center of examinations for reform of local government of the Council of Europe; Northwest academy of civil service under the President of the Russian Federation and World Bank Institute; Warsaw university.

Career

  • From 1994 to 2002 was engaged in business activity.
  • In 2002 began work in administration of Gusevsky district as the adviser for external relations of the head of the territory.
  • Since 2004 held a position of the vice-chairman of committee on industrial policy, management of municipal property, to economy, questions of consumer market of district administration.
  • In 2005 headed management on the organization of activity of the device and in 2007 - management on development of territories and foreign economic relations of administration of the Gusevsky city district.
  • In 2008 Evgeny Mikhaylov became the head of one of the largest investment projects of the region - Technopolice Gusev of General Satellite corporation.
  • In September, 2010 it is appointed the acting as the chief of staff of the Government of the Kaliningrad region.
  • From 2004 to 2006 Evgeny Mikhaylov was a "Creation and Equipment of the Center for Elderly People and Disabled People" project coordinator in partnership with the Danish side. It is awarded with a medal for carrying out the All-Russian agricultural census.
