The CBOSS company presented the solution CBOSSeir which belongs to the class of elements of basic network (Core network) in March, 2012 and represents the register of identification of the subscriber equipment (Equipment Identity Register). According to the company, CBOSSeir is capable to become a reliable barrier on the way of use of the stolen mobile phones and also to limit access of illegal devices to network.
One of the most effective methods of significant decrease in quantity of cases of plunder of phones is access lock in network of the stolen equipment by means of implementation of control of identifiers of mobile devices - International Mobile Equipment Identity (IMEI) which executes Equipment Identity Register (EIR). The efficiency of use of this technology standardized by consortium 3GPP is proved in many countries of the world where after the beginning of use of EIR the number of thefts of mobile phones decreased many times. For example, in England after IMEI control implementation the level of the crimes connected with plunder of mobile phones decreased by 95%. In Russia the Ministry of Telecom and Mass Communications already works on amendments to the law "About Communication" that will become the first practical step on the way of universal implementation of IMEI control by means of Equipment Identity Register.
One more important problem which is solved by implementation of EIR is prevention of use in networks of the competing operators of mobile devices which initially the operating company sells under the brand or complete with the agreement on connection and positions as the device for work only in own network.
New development of CBOSSeir allows to resolve effectively similar problem situations by means of IMEI control. CBOSSeir maintains white, black and gray lists of the equipment in which identifiers of mobile devices are entered. At access attempt of phone in network, elements of network transfer IMEI devices in CBOSSeir on check. If the identifier is in the white list, CBOSSeir will permit access to network unconditionally. The equipment from the gray list will be allowed in network, but will be continuously traced during all online time. If IMEI devices is in the black list, access to network will be completely prohibited phone that will make this mobile equipment almost useless.
At the address of the subscriber with the claim of theft or loss of phone, IMEI device it is entered in the black list. Thanks to such approach the incentive of theft of phone as the criminal will have no opportunity to use it disappears.
CBOSSeir can be integrated with the external IMEI database, such as CEIR (Central Equipment Identity Register) that will allow the operator to resist to fraud at the global level. At such approach the stolen phone will be traced and blocked in any network regardless of that at what subscriber of the operator he was kidnapped.
Interacting by means of CBOSSeir with the global IMEI database, the operator can interfere with use in other networks of the equipment which is on sale for use only in own network. Implementing such sales strategy, the operator is interested in preserving of the rights and can fight against the unfair relation, for example, by means of blocking of phone (SIM lock or Service Provider Lock). But often the efficiency of such method is low - the mobile phone can be unblocked in specialized illegal workshops. Therefore more reliable method is the binding of the mobile device to network by means of CBOSSeir use. IMEI devices it is entered in the black list of the global IMEI database thanks to what phone cannot use out of network of the operator owner.
For convenience of use CBOSSeir can be integrated with call center of the operator for ensuring rapid response to requests for blocking of the telephone set. For example, the subscriber can file to call center a petition for theft of phone, and then, after subscriber identification, the employee of the operator will execute blocking of the device by means of CBOSSeir in only several minutes.
Additional benefit of CBOSSeir is the possibility of automatic collecting of statistics about all mobile devices registered in network of the operator, in the single database. The operator can receive statistics about models of mobile phones which his subscribers use to use it in the marketing purposes. For example, for segmentation of a subscriber base, holding targeted advertizing campaigns or forecasting of sales of different types of mobile devices.
