BIS-GMZ system: cloud computing in operation. The project in municipal entities of the Pskov region

In the city Velikiye Luki and in all 24-t municipal districts of the Pskov region since 2010 the large-scale integrated circuit system – the management system for activity of organizations and planning of budget resources developed by the company "R.O.S.T.U." functions.

In 2011 in the centralized order the decision on transfer of the large-scale integrated circuit system (the block State/municipal Tasks) on the web version using SaaS model was made.

As of 4/1/2012 the new version of the large-scale integrated circuit system (on web) successfully functions in the city Velikiye Luki, the Velikiye Luki district, Bezhanitsky, Dedovichesky, Krasnogorodsky, Loknyansky, Nevelsky, New Rzhev, Novosokolnichesky, Opochetsky, Porkhovsky, Pustoshkinsky, Pushkinogorsky, Strugo-Krasnensky, Usvyatsky districts. The first project deliverables are received.

For May 24, 2012 in six municipal entities: Dnovsky, Kunyinsky, Ostrovsky, Palkinsky, Pechora, Plussky districts transition of the large-scale integrated circuit system to web technologies using SaaS model is performed.

During the project the mutual aiming at its effectiveness is mentioned by specialists of financial bodies of the Pskov region and specialists of "R.O.S.T.U." Company. The activity of the parties was expressed in carrying out additional consultations in off-duty hours, "analysis" of the situations connected not only and not just with transfer of the large-scale integrated circuit system to the web version, how many with implementation of regulations 83-FZ.

Further about the solved tasks and project deliverables in municipal districts and settlements of area: * First, the project of transfer of municipal entities of the Pskov region to the web version of the large-scale integrated circuit system according to SaaS model solved a problem of shortage of technical resources and the personnel in all regions and settlements of area. Complex maintenance of a system, including the organization of operation of the server hardware and the software, since 2012, is executed by the Company "R.O.S.T.U".

Secondly, the problem of connection of remote users is solved. Earlier, because of the shortage of capacities of a computer hardware, inclusion in uniform electronic document management of individual employees of GRBS and organizations was not represented possible.

Now in a system all participants of budget process, budget and autonomous institutions work.

Especially it should be noted an opportunity for work in the system of employees of administrations and organizations of rural settlements. They independently perform formation of justifications of budgetary appropriations, in electronic form to them indicators of the approved estimate appointments are led up. For those who have in the structure budget (and/or autonomous **) organizations – are led up municipal tasks and volumes of their financial provision. At the same time administrations of settlements have an opportunity to participate in formation of plans of activity of the organizations located in their territory in formation of planned targets of the budget.

Result of such activity of employees of settlements and the employees of areas supervising them – the budget of each settlement created in the large-scale integrated circuit system.

At the district level the database for management of activity of all types of organizations is created: autonomous, budget, state. Plans of activity, municipal tasks are created. Formation in the system of data of the budget for 2012-2014 was performed taking into account indicators of volume of the rendered services and taking into account figures of merit.

Conditions for the analysis of planned targets of activity of organizations and their actual execution are created.

Expense analysis of the budget by types of activity is possible. Respectively, already available practices can be used in management of activity of organizations at budget implementation of the current year and at measure planning of the next periods (2013-2015).
