AIS LOD Automated Information System of Licensing of Separate Types of Activity

The standard software and hardware solution on automation of rendering public services on licensing of separate types of activity (PTR "AIS LOD") is available to downloading and installation from the portal of technical support http://pgu-support.ru for all interested public authorities now.

Thanks to implementation of "AIS LOD" of department have an opportunity to automate standard processes of licensing (receiving, renewal and cancellation of the license, obtaining its copy and statement from the register of licenses, maintaining the register of licenses, etc.), and citizens and the organizations – to receive these services in electronic form.

The solution "AIS LOD" is developed by request of the Ministry of Economic Development and intended for rendering services in licensing of separate types of activity in electronic form according to the Federal law of 5/4/2011 No. 99-FZ "About licensing of separate types of activity". According to the law, since July 1, 2012 all federal and regional agencies performing any kinds of licensed activity should begin to provide these services in electronic form. For this purpose in departments it is necessary to unroll an information system, to implement electronic administrative regulations with its help, to be integrated with the System of Interdepartmental Electronic Interaction (SIEI) and the Portal of Public Services (PPS). The standard software solution has all necessary interfaces for integration of processes of licensing with infrastructure of the Electronic Government. "AIS LOD" also contains all necessary mechanisms for setup under features of the customer.

Automated information system is created by specialists of LANIT based on the free distributed software and is available to use to the state customer without any runtime royalty fees.

Approbation of the standard solution "AIS LOD" took place within the pilot projects implemented in the Ministry of the Russian Federation for civil defense, to emergencies and natural disaster response of the Russian Federation (Emercom of Russia) and Federal Service for Hydrometeorology and Environmental Monitoring of the Russian Federation (Roshydromet).

Victor Serebryakov, director of the department of complex projects of LANIT: "When developing we proceeded from need of minimization of expenses of the state customer on solution deployment and its support. Technologies of the "thin" client and the open source were for this purpose used and also the cross-platform was provided. If necessary we are ready to render all services in installation and adaptation of a system, preparation of drafts of administrative regulations, to provide connection of a system to the portal of public services and the system of interdepartmental electronic interaction".

2014: Control and supervising functionality

On March 4, 2014 the LANIT company announced inclusion in structure of the standard solution AIS LOD of control and supervising functionality.

The licensing bodies using a new component of a system can unify and optimize the procedure of licensing regarding scheduled and unscheduled inspections of licensees. The standard solution AIS ^[1] is developed by specialists of LANIT company by request of the Ministry of Economic Development of the Russian Federation in 2011.

For March 4, 2014 the basic principles of the organization and execution of procedures of licensing are defined ^[2] laws and law No. ^[3]. On their basis certain types of activity locate perpetual licenses. Therefore the role of checks of licensees on compliance to requirements in the course of licensing, deserves special attention. The developed new control and supervising functionality allows to automate and simplify administrative process of checks by formation of the calendar of scheduled and unscheduled inspections. Fixing of results of checks in the corresponding registers also is a part of functionality of a component.

Tatyana Batarova, the head of Department of complex projects of LANIT company, noted: "For us as for developers of the standard solution AIS LOD, the complex system implementations implemented in the Moscow and Tomsk regions are extremely important. Similar projects allow to estimate fully functionality of a system, to analyze its potential and to create plans for further development of the solution. Today the AIS LOD is the central system of licensing of the Moscow and Tomsk regions. The solution completely proved, and already at the moment it is possible to speak about existence of the unified information system on process automation of licensing and any allowing activity for regions".

2015: Library of standard processes and mechanism of the dynamic reporting

March 16, 2015. The LANIT company by request of the Ministry of Economic Development of the Russian Federation updated the standard solution "Automated Information System of Licensing of Separate Types of Activity" (AIS LOD). The distribution kit is available to free downloading and use by executive authorities.

Before completion of the AIS LOD in 2014 wishes of regional departments were generalized. As a result in a system there was a library of the ready standard processes recustomized on specific types of allowing activity and the mechanism of formation of the dynamic reporting.

Use of library significantly simplifies process of setup and adaptation of the AIS LOD under specific activity. Departments can use a set of the standard tasks built according to administrative regulations as the designer for creation of a configuration of process with a binding to data domain. The library contains standard processes for licensing of the activity connected with alcohol, ferrous and non-ferrous metals, medicine, pharmaceutics, trafficking in narcotics and work of the taxi.

The mechanism of the dynamic reporting allows to process quickly key indicators from the AIS LOD and to receive reports on the set parameters. Fields of requests using administrative tools are configured.

The AIS LOD is created for providing public services on licensing, accreditation, issue of permissions and also for implementation of the state control and supervision in electronic form. A system corresponds to the current legislation (99-FZ, 210-FZ, 294-FZ) and is integrated with key components of the electronic government: federal information systems through the system of interdepartmental electronic interaction (SIEI) and a unified identification and authentication system (Unified identification and authentication system).

Treat standard scopes of the AIS LOD the sphere of transport (the taxi, transportation of heavy loads), environmental management (issue of hunting tickets, licenses to use of natural resources), metallurgy (extraction of non-ferrous and ferrous metals) and others. A system can be applied in other data domains, including issue of construction licenses, educational activity, accreditation, licensing of management companies, etc. the AIS LOD developed and implemented by LANIT actively use executive authorities in the Moscow, Tomsk, Vladimir, Rostov, Smolensk, Chelyabinsk regions, Krasnodar Krai and other regions.

Using library of standard processes, departments will save time and resources necessary for adaptation of the solution under specific types of activity.
