Biography

The ASSR was born on August 3, 1960 in the village of Tekhtyur of Ordzhonikidzensky district Yakut.

  • In 1977 entered the Yakut state university, physical faculty and in 1982 completed training.
  • In 2006 graduated from the Russian Academy of public service under the President of the Russian Federation in "The public and municipal administration".

  • In 1979-1980 – the educational master of the Yakut state university.
  • In 1982 – the teacher of physics of school No. 18 of Yakutsk.
  • In 1982-1983 – the trainee-researcher of Novosibirsk State University.
  • In 1983-1984 – the engineer of design department of the Technological Management of Communication (TMC) Yakut the ASSR.
  • In 1984-1990 – the lead engineer of design department of the Technological Management of Communication (TMC) Yakut the ASSR.
  • In 1990-1991 – the chief engineer of the Republican radio television transmitting center of the Technological Management of Communication (TMC) Yakut the ASSR.
  • In 1991-1992 – the assistant to the chief of GPSI "Rossvyazyinform" of Yakutskoy-Sakha of SSR.
  • In 1992-1995 – the chief engineer, the first deputy chief of the state enterprise "Republican Radio Television Transmitting Center" Yakutskoy-Sakha of SSR.
  • In 1995-1996 – the chief of structural unit, the director of the Yakut radio television transmitting center of the state enterprise "SakhaTelecom".
  • In 1996-2010 – the CEO of the state unitary enterprise "Technical Center of Television and Broadcasting" of the Sakha (Yakutia) Republic.

2010: Deputy Prime Minister of Yakutia

The decree of the President of the Sakha (Yakutia) Republic of June 19, 2010 No. 13 it is appointed the Deputy Prime Minister of the Sakha (Yakutia) Republic. Supervises questions of development and implementation of state policy in the field of mass communications, communication, informatization, formation and development of the electronic Government of the Sakha (Yakutia) Republic, in the field of government procurement.

Directs the commissions and councils for the supervised questions.

Will organize work and controls activity of the following executive bodies of the government of the Sakha (Yakutia) Republic:

  • State committee of the Sakha (Yakutia) Republic on communication and information technologies;
  • The state committee of the Sakha (Yakutia) Republic on placement of state orders regarding questions of formation and implementation of state policy in the field of government procurement;
  • Department for printing and TV and radio broadcasting of the Sakha (Yakutia) Republic regarding organizational legal issues and questions of the equipment.

Will organize work and controls activity:

  • GU "National agency "Information Centre at the President of the Sakha (Yakutia) Republic";
  • GAU "Republican Center of Infocommunication Technologies".

Performs interaction with territorial authorities of federal executive authorities on the supervised questions. [1]

It agrees to the data on the income of officials which are officially published on the website of the government of the region, in 2013 Borisov Alexander's income was 2 million 682 thousand rubles, the spouse received - 1 million 37 thousand rubles. 2014: Minister of Communications and IT of Yakutia

By the decree of the Head of the Sakha (Yakutia) Republic of October 6, 2014 No. 18 it is appointed to the position of the Minister of Communications and Information Technologies of the Sakha (Yakutia) Republic

2018: The IT minister of Yakutia is discharged of a position for nepotism and employment of half-educated persons

The head of Yakutia Egor Borisov discharged in May, 2018 of a post of the Minister of Communications and Information Technologies of the republic Alexander Borisov. The press service of the head of the republic and the government of Yakutia reported about it[2].

The document signed on May 10, 2018 was accepted on representation of the Yakut prosecutor's office according to the results of check of a compliance with law about anti-corruption.

As reported on the website of prosecutor's office of Yakutia, an inspection concerning the minister was carried out by supervisory authority together with management of FSB on the republic.

According to materials of public prosecutor's check, the Minister of Communications and IT of Yakutia allowed the violations connected with a conflict of interest. So, in defiance of the federal law "About Anti-corruption" by it it was not told the employer the situation which arose in connection with employment of his son on executive position in subordinated to it SUE Technical Center of Television and Broadcasting of the Sakha (Yakutia) Republic of TTsTR.

"Moreover, an established fact when during substitution by him of a position of the CEO of the specified state unitary enterprise, he dummy employed in TTsTR of two citizens with which he maintained the friendly relations — the local prosecutor's office reports. — Specified persons had incomplete secondary education and as it is set by public prosecutor's check, actually did not carry out work in the enterprise".

At the same time, prosecutors are sure that the minister's son, acting for the benefit of the father, during substitution of a position of the deputy and the First Deputy CEO of TTsTR signed the sheet of a time recording concerning specified persons.

Materials of trial are directed by the staff of the Yakut department of FSB to investigating body for conducting procedural check.
