Was born on May 8, 1945 in the village of Liebiedian, the Lipetsk region, Russia.

Education

Graduated from Michurinsk technology technical school majoring in of "Mechanics of canning production". 1980 - graduated from the Moscow Financial and economic Institute majoring in "Industry planning".

Career

• worked as 1970-1981 at the Lebedyansky instrumental plant in positions from the master to the shop manager.

1981 - the director of Lebedyansky cannery.

The 1990th - together with the son Yury during privatization the controlling stake of the Lebdyansky plant collected.

1992 - the CEO of JSC Lebedyansky.

2008 - sold PepsiCo of 75.53% of juice business of JSC Lebedyansky.

Social and political activity

2003 - the deputy of the State Duma of the Federal Assembly of the Russian Federation of the IV convocation on the Yelets single-candidate district.

2007 - the deputy of the State Duma of the Federal Assembly of the Russian Federation of the V convocation according to the list of the Lipetsk regional group of United Russia.

On December 4, 2011 - the deputy of the State Duma of the Federal Assembly of the Russian Federation of the VI convocation according to the list of the Lipetsk regional group of United Russia.

Member of United Russia fraction.

Vice-chairman of the State Duma Committee of Federal Assembly of the Russian Federation on agrarian questions.

Part of the money received from the transaction with PepsiCo in 2088, Nikolay Bortsov invested in agriculture. In particular, in the Pervomayskoye enterprise which is engaged in production of seeds of melliferous herbs and also a buckwheat and mustard. Put other part on the bank account: 2.6 billion rubles are on accounts in Sberbank, 1.95 billion rubles – in Rosselkhozbank, less considerable amounts lie in BSZhV, Rosbank and MDM Bank^[6].

2011 - unknown tried to hijack Nikolay Bortsov's foreign car Mercedes-Benz S-500 worth nearly 4 million rubles^[7].

Bortsov was noticed in lobbying of the beer industry, alcoholic and agrarian. A beer lobby - the bill "The Technical Regulation on Brewing Products" appeared on April 20, 2009.

Alcoholic lobby - October, 2006 the text of the Federal Law "About Grapes and Table Wine" appeared.

Agrarian lobby the bill "About introduction of amendments to the Federal law "About Financial Improvement of Agricultural Producers" was entered on June-10, 2005.

The significant contribution of the parliamentarian to formation and development of the Union State where since 2007 it worked in the Commission on economic policy is so mentioned^[10].
