In Russia the uniform IT system of checkup of a car is started

At the beginning of December, 2020 it became known of the forthcoming start in Russia of a single automated system of checkup (THAT) of cars. It will be put into operation on March 1 the 2021st.

According to TASS with reference to the press services of the Ministry of Internal Affairs, thanks to a new IT system design of diagnostic cards will be serviced directly in electronic form in a system with obligatory photography of the vehicle before survey.

Photos should be with a binding to coordinates of the TO station. Operators are skeptical about the requirement as indoors there can not always be a signal of the necessary number of satellites. And without it precisely determine coordinates it can be difficult. The issued diagnostic card will be signed the technical expert strengthened by the electronic signature performing inspection.

Kommersant notes that it is about the unified information system of maintenance inspection (EAISTO) which the Ministry of Internal Affairs tried to start six times. Actually it works since 2012, but only in the pilot mode.

The absence of normally working EAISTO became the main reason of problems in the checkup industry, the chairman of the board of directors of Tekhnostayl group Rappa Akhjyadov considers. According to him, the software for a system was created quickly therefore normal protection against unauthorized access did not appear.

With input of the order and a contract completion it is calculated that lawlessness in involvement of operators to responsibility will stop — he told in a conversation with the edition.

It is about cases when the traffic police fined the companies according to Part 4 of Article 14.4.1 (to 300 thousand rubles) the Administrative Code for transfer to EAISTO of data on cars which did not come to survey, but as de jure this system since 2012 and still does not exist then also these penalties are illegal, Rappa Akhjyadov is sure.^[1]

Mishustin approved creation of the IT system of checkup of a car

At the beginning of August, 2020 the Government of the Russian Federation approved regulations on introduction of a single automated system of checkup (THAT). The relevant document was signed by the prime minister Mikhail Mishustin, it is told on the website of the Cabinet of Ministers.

The Ministry of Internal Affairs became operator of a system. The issued diagnostic cards will be stored in a single automated system of checkup not less than five years. During this time they cannot be withdrawn or destroyed.

The new rules of checkup assuming photofixing of the procedure and design of the diagnostic card in electronic form with the digital signature will become effective on March 21, 2021, is told in the message of the Government of the Russian Federation.

The prime minister of the Russian Federation approved the IT system of checkup of a car

The document which was approved by the government regulates features of a design of diagnostic cards. He explains by what criteria they are considered acting, archive or cancelled, sets rules of data acquisition from an automated system. Besides, in it methods of data protection of electronic documents are listed and also the order of interaction of participants of the TO procedure is registered.

It is noted that a system should provide impossibility of a design of the diagnostic card if capacity of point is exceeded. Thus, situations when the operator monthly issues, for example, hundreds of cards will be excluded, and the equipment allows to check some tens of cars.

By the beginning of August, 2020 Ministry of Transport prepares one more document necessary for reform of TO for release: the updated rules which will be fixed by the government decree. In the resolution process of cancellation of diagnostic cards is in detail described, failure cases in carrying out TO are specified, the order of application of mobile diagnostic lines for conducting checks in the remote areas is painted.^[2]

On May 12, 2020 it became known that the transmission channel of the data of limited access which are illegally received from databases of FCS of Russia was opened by the staff of Management on anti-corruption and Information Security Services of FCS of Russia together with representatives of Service on anti-corruption of the Northwestern Customs Office. Plan of upgrade of a single system of checkup of vehicles

On May 9, 2020 Software product announced plans of upgrade of a single system of checkup of vehicles.

2020 presented to the Russian car owners a large number of innovations in the procedure of maintenance inspection of the vehicle. Changes are caused first of all by fight for security on the road. Officials calculate that with introduction of the updated rules technical condition of cars will be checked thoroughly and in time that will allow to reduce percent of accidents on a cause of defect of vehicles. For example, since March, 2021 photofixing of the procedure of checkup will be carried out that should exclude the "correspondence" issue of diagnostic cards which besides will be made out with the digital electronic signature.

Due to the changes of the procedure of checkup, the need for upgrade of uniform automated information system of maintenance inspection of vehicles (EAISTO) appeared. Within the government contract with TsSN BDD Ministry of Internal Affairs, upgrade of a system and the realization of its additional functionality will be enabled by Programmny Produkt Group. Specialists of the company will implement functionality of acceptance, processing, storage and providing at the request of materials of photofixing of passing of the procedure of checkup. Also in a system the possibility of the automated tracking and informing users on discrepancy of the location of PTO and venue of technical diagnosing of the vehicle will appear.

For buses checkup will become possible only at certain stations and it is obligatory in the presence of the traffic police officer in this connection in EAISTO the functionality providing a possibility of fixing of results of checkup of buses by employees of the State traffic inspectorate will be implemented. Such solution is caused by a large number of accidents with passenger transport which quite often happen because of bad technical condition of buses.

Besides, changes of obtaining diagnostic maps will be reflected in a system: there will be a functionality of formation of the diagnostic card in electronic form with a possibility of its printout on paper carrier with results of checkup.

Specialists of Software product will provide information exchange of EAISTO with a federal information system of traffic police and the Russian Association of Motor Insurers. It will allow to receive data on the carried-out checkups quickly. Also the company will create a subsystem "The designer of reports" who will allow the users to create with the appropriated access rights procedural and dynamic reports according to all available information created by EAISTO.

2012: Creation and commissioning of EAISTO

The Armada company announced in the spring of 2012 successful creation and commissioning of the unified information system of maintenance inspection (EAISTO) of cars for the State traffic inspectorate of the Ministry of Internal Affairs of the Russian Federation.

Within reform of checkup since January 1, 2012 function of maintenance inspection of cars passed from the state to private companies. As of April, 2012, in a system more than 2,000 operators of maintenance inspection are already registered. It is expected that in the future the number of operators will increase to 10,000, and the competition which for the first time appeared in this niche will allow to reduce significantly queues and to increase efficiency of process of passing of TO and obtaining insurance policies of the CMTPL.

The software developed by Armada company provides integration of databases and data exchange between divisions of the State traffic inspectorate, operators by TO and the Russian Association of Motor Insurers (RAMI) through the whole country. Thanks to reform and the fact that a system became uniform car owners have a possibility of passing of TO of the car in the actual location, but not in the place of its registration as earlier that significantly increases efficiency of the procedure of checkup.
