Digital Design developed the technical project on installation in GUION of an electronic document management system based on DocsVision

The Digital Design company completed the project on inspection of processes of office-work and document flow of the St. Petersburg state unitary enterprise "Municipal Government of Inventory and Real Estate Appraisal". According to the results of audit experts of IT integrator developed the concept of implementation and technical specifications on installation at the enterprise of an electronic document management system based on DocsVision of version 4.5.

Nikolay Abeldyaev, the chief of the department of information technologies, SUE GUION, tells: "The EDMS existing in SUE GUION became outdated morally, it has too limited functionality and is inconvenient in terms of the interface. For this reason we made the decision on carrying out complete inspection of the operating system and the subsequent implementation of new EDMS. It is important to us to organize competent processes of interfilial exchange of documents, it is one of our priorities. Besides, a system will have to provide creation of uniform processes of document flow, to make office-work transparent and also to strengthen control of performing discipline".

Experts of Digital Design performed audit in Management and branches SUE GUION within which conducted an interview with key staff of the enterprise, studied all documentation and inspected the old workflow system based on Lotus Domino. In a work progress specialists analyzed business processes with a binding to the used information systems and made the description of the operating IT infrastructure. On the basis of results inspection functional requirements to a system were created and the technical specifications on system implementation of electronic document management based on DocsVision 4.5 are developed. At the same time experiment of Digital Design on implementation of EDMS in different public authorities and the companies of the service industry, such as Ministry of Economic Development of the Russian Federation, Ministry of Regional Development of the Russian Federation, Supreme Arbitration Court of the Russian Federation, Sberbank of Russia, Freight One and others was considered.

EDMS automates work about 100 users. It will provide in Management SUE GUION such processes as registration, consideration and execution of the entering and outgoing correspondence and citizens' appeals, preparation, approval and signing of projects, work with memos and orders of the CEO and also will include functions of control of performing discipline. Processes of approval of any documents (for example, provisions, procedures, technical specifications) along any route which is not requiring regulations will be created. Besides, it is going to implement interaction with branches SUE GUION where EDMS will perform similar functions. Transition to the DocsVision platform is going to be carried out in two steps. At first the existing functionality of EDMS implemented in Lotus Domino will be transferred to a new system. At the second stage specialists of Digital Design implement additional opportunities, in particular, in the field of business process automation. EDMS is going to implement in all divisions SUE GUION until the end of 2012.

Oleg Greshnev, the director of the department of corporate systems, Digital Design, comments: "So far as concerns large-scale implementation of EDMS on such large enterprises which, in particular, SUE GUION treats it is very important to provide all parts that a new system as much as possible met all qualifying standards. Therefore in such situation the competent solution is carrying out the careful analysis of the operating EDMS and detailed study of technical specifications where future processes are in detail described. On the basis of this information the platform for workflow automation – is selected so that it as much as possible corresponded to the customer's infrastructure: if it is constructed on products of Microsoft, then and EDMS should be built in it and so on most effectively. Besides, it is necessary to consider development perspectives – both business processes of the company, and the platform of automation".
