Regional segment of the electronic government in the Rostov region

The FORS company completed the first stage of the project on creation of a regional segment of the electronic government in the Rostov region that means successful input in trial operation of an information system and its technology readiness for connection to the single system of interdepartmental electronic interaction (SSIEI). Appointment SIEI of the Rostov region consists in providing technical infrastructure of rendering the public and municipal services in electronic form.

As the general state customer of the developed information system the Government of the Rostov region on behalf of the Ministry of information technologies and communication of the Rostov region and the public autonomous regional institution "Regional Center of Information Systems" founded by them acted. According to the results of the carried-out Ministry of Telecom and Mass Communications of the Russian Federation of technical expertize a system on the functionality in general was recognized meeting accepted standards and requirements.

Let's remind that the Rostov region selected the solution of FORS after Arkhangelsk where the regional segment of the electronic government on its basis is already started.

Andrey Burin, the head of target programs of FORS company so notes feature of this project: "At the time of implementation at the customer standard Register and the Portal of the public and municipal services of the Rostov region already worked, works on development of regional network of the multifunction centers of rendering the public and municipal services were continued. Therefore we were faced by a task to propose such solution which would allow to integrate all data sources and information resources within a single industrial technology platform at the maximum preserving of already operating IT infrastructure and the investments made in it".

Own standard solution of FORS on the basis of technologies and products of Oracle which provides is the cornerstone of the developed information system:

• electronic submission of the public and municipal services using the regional portal, including with an opportunity in the long term use of the universal electronic card;
• execution of the state and municipal functions in electronic form;
• electronic information exchange of all participants SIEI with a connectivity of new authorities, organizations and organizations for a measure of their readiness.

The project passed in 2 stages. In one and a half months works on engineering design of software tools, adaptation, completion and setup of basic software and also preparation for transfer to an electronic form of priority public and municipal services were performed. At the second stage all the rest was complete - development of a detail design on a system, setup of services from the approved list of regional public and municipal services, necessary completion of a system and user training. A system was brought into trial operation in the shortest possible time.

The regional segment of the electronic government of the Rostov region is constructed on the principles of the service-oriented architecture and consists of three functional subsystems: GU portal of the Rostov region http://www.pgu.donland.ru/; systems of interdepartmental electronic interaction of public authorities and local government (SMEV-R) and system of execution of regulations of the Rostov region (SIR). For deployment of these subsystems within the separate agreement the corresponding software licenses - Oracle Database Standard Edition, by Oracle WebLogic Suite and SOA Suite for Oracle Middleware were purchased.

By this moment over 50 regulations of rendering the public and municipal services concerning employment, training, housing-and-municipal conditions of citizens, the property rights, civil status and to other spheres are already transferred to an electronic form. Since January, 2012 the Ministry of information technologies and communications of the Rostov region in direct interaction with regional authorities and municipalities holds a complex of events for practical implementation of each of the services preconfigured on the regional portal.

In the long term in the Rostov region creation of the closed circuit of electronic interaction for all categories of citizens, legal entities, the public and municipal authorities involved in one way or another in process of information exchange is planned. It will be performed by forces of the region by means of development of already existing infrastructure - regional network of the multifunction centers of providing public services by the principle of "One window", the regional Portal of state services and the system of execution of regulations and also automated systems used in the work with regional authorities and municipalities. It is important that at the same time the customer does not depend on the supplier of the solution and further development of a system can independently perform, remaining the owner of all created infrastructure. In return the FORS is ready and to perform further maintenance, support of a system and accumulation of its functionality at emergence of a new range of tasks.

Thus, the Rostov region can announce the readiness for execution of requirements of the Federal Law of the Russian Federation No. 210-FZ of 7/27/2010 in time. "About the organization of providing the public and municipal services".
