The project of creation of automated information system of electronic document management is implemented in the multifunction center created based on the St. Petersburg state budgetary institution (SPb by STATE BUDGETARY INSTITUTION) "The center of development and support of an entrepreneurship".
Base
The complexity of business processes, existence of a set of the rules and the regulated document lists required for receiving different types of services, need to control a message process of passing of documents from their acceptance and before issue of the resulting references and licenses became the pacing factors which induced MFC to project implementation.
The conducted preproject examination revealed absence of uniform storage of documents and inefficiency of a system of their search. In addition: duplication of documents and their versions, progressive tense of document handling.
Having analyzed a situation, the management of Committee of economic development, industrial policy and trade (KERPPIT) of St. Petersburg at the end of 2010 made the decision on implementation of EDMS.
As a basis for creation of an information system the 1C: Document Flow 8 CORP software product on the 1C: Enterprise 8.2z platform is selected.
Solution
The project is implemented by joint efforts of the St. Petersburg companies "Bureau of Expert Solutions" and "ÑÁÑ-info" based on the product "1C: Document Flow 8 CORP", its first stage is so far completed.
The analysis of the operating processes of document flow in executive authorities of St. Petersburg is made, issues of electronic interaction both between executive authorities, and in authorities and also processes and administrative regulations of rendering public services are studied.
The first results
According to the results of the first stage of the project the customer received the simple and transparent system providing accounting and storage of a large number of the arriving documents — more than 300 in day. The possibility of processing of incoming documents on 30 public services with a possibility of expansion of their list is implemented and also control of passing of documents along processing routes is organized.
Objectives
Within implementation of the second stage of the project expansion of functionality of a system and circle of solvable tasks, implementation of the EDS mechanism, use of web technologies for the organization of work of employees within one organization, integration with the information systems, as well as the systems of federal importance operating in the territory of the city are assumed.
