IPD Region

On May 17, 2012 the consortium of the Russian companies DATA+ Esri CIS was also announced creation of the Russia's first standard software solution allowing to construct infrastructure of space data of the regional level in the shortest possible time. Now this solution which received the name "IPD Region" has no analogs in the former Soviet Union. At the first stage structures of Consortium will be engaged in its distribution, at the same time "DATA+" will render implementation services and to maintenance of a system. In the fourth quarter this year the sales channel is going to be expanded at the expense of network of regional partners of Esri CIS company. The cost of a new solution will be 3 million rubles.

Today creation of Infrastructure of space data is one of key state projects. This system is designed to integrate information from a set of separate sources, having connected it with a specific geographical location, the moment or a time frame. Government institutions of all levels, commercial enterprises and citizens of the country will become users of such system, at the same time all of them at the same time can be both consumers, and suppliers of space information.

IPD at the federal, regional and local levels is necessary for accurate planning and the accelerated development of national economy, complex information support of tasks of national security, control over the major processes in the state, accurate reaction in emergencies and also for environmental protection and effective implementation of social programs.

In 2006 the Government of the Russian Federation adopted the Concept of creation of IPD. However, the state closely started implementation of a number of its provisions in 2009-2010 when, according to 221-FZ "About the Inventory of the real estate", Rosreestr created the Public Cadastral Map which is, actually, allowing to work with space data with the help of web services. At the same time there was a work on the analysis of the international experience of creation of national IPD (first of all – the European INSPIRE program), and then – at the beginning of 2012 – the IPD Russian Federation geoportal (geoportal.rosreestr.ru) was brought into trial operation. Introduction in May, 2012 of a new order of the publication and obtaining space data (The order of the MEDT No. 706 and the Order of the Government of the Russian Federation of May 5, 2012 No. 461) became the major event for deployment of IPD in scales of the country. Now the government institutions creating and using space data are obliged to contribute them to the relevant public kartografo-geodetic foundations for the subsequent publication. Uniform standards will work at the same time, and to be provided information – electronically: as the XML document sent by e-mail or through web services that will seriously increase availability of space data, on the one hand, and will promote more effective solution of practical tasks, with another.

The solution "IPD Region" was initially developed taking into account the listed principles. Its main advantage is the standardized approach which saves from need every time "from scratch" to create the concept, technical specifications and other documents. At the same time not development, but only adaptation and setup is necessary any more. It is not less important that in "the Region" is used by IPD the same technology, as at the federal level that provides easy and fast integration with the IPD portal of federal level. And compliance to the ISO standards, GOST and data models of INSPIRE does the publication and data exchange between all users and suppliers of information simple and convenient. By estimates of the companies of Consortium to implement IPD it is real in 1.5 - 2 months.

The solution "IPD Region" is from four principal components. It: GIS platform based on Esri ArcGIS Server for the publication of space data, metadata and web services; Esri Geoportal Server which is used for the publication of service of metadata and providing the interface of the portal; conterra sdi.suite software package providing an authorized access, management of a license policy, tariffings, and management of user rights; and also ArcGIS Desktop ArcEditor is specialist GIS workplace for data preparation for the publication and management of GIS platform.

2013: New version of IPD "Region"

On October 3, 2013 the companies DATA+ also Esri CIS announced release of the new version of the solution for creation of geographic information systems of the regional level of IPD "Region".

New opportunities

In the new version of a product there was a possibility of creation of the full portal solution including necessary tools for online search, viewing, publications and data processing and applications. Thus, the new product represents a full-fledged regional geographic information system which can be used both by authorities and local government, and citizens. Using a new product creation and maintaining regional bases of space data becomes simpler, at the same time they become more available to all categories of users.

Organization of the portal

The portal technologies put in the new version of IPD "Region" allow to collect and publish ready web services and applications, filling them with data from different sources. Examples of such applications which are completely solving these or those problems are: the investment map of the region, the directory Portal for citizens, internal portals of departments (housing and public utilities, land, etc.).

The new version of IPD "Region" widely uses the innovation opportunities of the portal products Portal for ArcGIS and ArcGIS Online.

The solution is available in the following complete sets of IPD "Region":

• The basic solution including the ArcGIS for Server Standard, Esri Geoportal Server and ArcGIS for Desktop Standard server;
• The solution "Cloud Portal" including in addition to listed, a subscription to ArcGIS Online to 50 users;
• The solution "Regional Portal", the including ArcGIS for Server Advanced and Portal for ArcGIS.

Each of these options gives the chance to create effectively existing regional GIS and infrastructure of space data.

Opportunity - to purchase vector topographic maps of scale 1:100,000 on all territory of the region is provided in the new version.
