Was born on January 3, 1958 in the city of Vladivostok.
In 1980 graduated from the Khabarovsk polytechnical institute majoring in "Internal combustion engines".
After the termination of institute worked as the chief of mechanical special workshop of motor-repair shop of Matveevsky production department on technological providing agriculture of Khabarovsk.
In 1985 Boris Evgenyevich moved to the permanent residence to Petropavlovsk-Kamchatsky. Worked at important sectors on CHPP-2 where there passed the way from the master of the ZZR nitrogen-oxygen station to the chief of boiler workshop of the Kamchatka CHPP-2 of JSC Kamchatksenergo.
From 2001 to July, 2008 worked as the technical director of JSC Geoterm, and then it was elected the CEO of JSC Geoterm.
In 2006 graduated from Academy of National Economy under the Government of the Russian Federation majoring in Management.
Since October 1, 2011 the solution of Board of Directors of JSC Kamchatksenergo it is elected by the CEO of joint stock company "Kamchatksenergo.
Labor achievements of Boris Evgenyevich Parshin are mentioned by awards among which: The certificate of honor of Representative office of RAO UES of Russia in connection with the 35 anniversary of formation of power supply system of Kamchatka (1999), the Breastplate of "85 years of the Plan of GOELRO" (2005). In 2002 to it the honorary title Veteran of Power engineering specialists is given.
