3.1 million sq.km of interdepartmental electronic interaction or the project in the Sakha (Yakutia) Republic

Project Objectives

Fulfill the requirements of Federal Law No. 210-FZ regarding implementation of electronic interaction with the system of interdepartmental electronic interaction (SIEI);

Provide interdepartmental information exchange when providing state and municipal (functions) electronically in the territory of the Sakha (Yakutia) Republic.

Project

The functionality of the implemented system allowed to provide following features:

• rendering services in electronic form by local government authorities (OMSU);
• full interdepartmental electronic interaction, the guaranteed delivery and the legal importance of information transferred by participants of the interdepartmental electronic interaction (IEI);
• interaction of departments and OMSU with RSMEV via the interactive interface on technology the request/answer and/or batch processing of requests and answers in a workplace of the participant of MEV;
• interaction of the server of a system with a data processing center of RSMEV using technology of electronic services according to requirements to SIEI;
• further integration with external systems of departments of the region.

Let's note that conditions for implementation of requirements of Federal law No. 210-FZ in the Sakha (Yakutia) Republic were extremely difficult: the low-speed, unstably functioning communication channels, in more than 100 localities communication channels were practically absent (only mobile points of communication and a radio communication for emergency services); the territory in 3.1 million sq.km with the most difficult climatic conditions, lack of roads. Temperature drops from – 70 °C up to +40 °C are capable to damage in the winter physical communication channels in the summer: from temporary failure to a complete stop.

Results and perspectives of the project

The project team develops the republican program and technical platform for ensuring interdepartmental electronic interaction. Electronic interaction based on the IC "SGD" covered 100% of ROIV (23) and OMSU (445) of the Sakha (Yakutia) Republic.

Use online and offline of technologies allowed to ensure smooth operation irrespective of technical condition of communication channels. About 700 automated jobs for users of the IC "SGD" are developed in the region.

Citizens of the Sakha (Yakutia) Republic had an opportunity not to collect and not to provide documents from departments for receiving the public and municipal services. Now departments independently request each other necessary documents within MEV.

Works on the following directions are in the short term planned:

• development of the MEV regional platform for the purpose of increase in process performance of rendering the public and municipal services to the population;

• implementation of a possibility of operational payment of fees, charges, contributions and services of the public and municipal authorities from a personal account of the citizen on the regional portal;

• further ensuring fulfillment of requirements of Federal law No. 210-FZ and minutes of the Government commission on information technology implementation in activity of state bodies and local government authorities of October 2, 2012 No. 8, implementation of interaction with GIS GMP.
