Rendering services in software development on creation of the electronic municipal register of instructions of supervisory authorities

KSK-Soft started at the beginning of 2012 software development on creation of the electronic municipal register of instructions of supervisory authorities for administration Surgut

The software will work at a basis of condition monitoring of complex security of objects of a system of social protection of the population, health care and education with the round-the-clock stay of people and also educational institutions

Main objectives of condition monitoring of complex security of objects are:

• reduction of time of detection of ignitions and the notification of people about the fire, including the citizens referred to category of handicapped groups of the population using individual engineering devices of the notification;
• providing the automated call of forces of divisions of a federal fire service in case of fire emergence, including on the selected radio channels of Emercom of Russia;
• prevention of offenses on objects with mass stay of people;
• ensuring the rights and legitimate interests aged, disabled people and children;
• timely taking measures to ensuring complex security with heads of objects and also bodies of an administrative jurisdiction;
• providing with up-to-date information about development of emergency (fire) for the purpose of timely determination of escape routes and rescue of people and also first-priority measures for liquidation of emergency (fire);
• collecting, storage and transfer of statistical information on a status of complex security of objects, including about a status of fire protection systems;
• rendering organizational and methodical assistance of territorial subjects of the Russian Federation to authorities and local government authorities in implementation of measures for ensuring complex security of the organizations of social service in which children, disabled people and aged citizens stay;
• creation of conditions for transparency, openness and timely receipt of the specified data.

Monitoring is conducted on three levels:

• in organizations (organizations) of the social sphere, education, health care, culture, youth policy and sport of the city of Surgut;
• in industry department (committee, management);
• city vadministration.

The developed software should simplify the information transfer mechanism (in the automatic mode) in the specified forms from organizations (organizations) of the city through industry departments (committee, management), EDDS of the city of Surgut in CCCS of the Ministry of Emergency Situations of Russia of KhMAO-Yugra. Besides to allow to exercise automatic control of updating of the Municipal register of instructions of supervisory authorities in the weekly mode and condition monitoring of complex security of objects in the daily mode.

At the end of 2012 KSK-Soft completed software development on creation of the electronic municipal register of instructions of supervisory authorities for administration Surgut.

The software on creation of the electronic municipal register of instructions of supervisory authorities is intended for the automation of collecting and data processing received as a result of carrying out monitoring.

From now on all following processes will be automated: information transfer in the corresponding forms from organizations (organizations) of the city through industry departments (committees, managements); transfer information in case of need from the health facilities and education not subordinated to Healthcare Committee, Department of Education, department of culture of youth policy and sport, but located in the territory of the city from organizations (organizations) of the city directly in EEDS of the city of Surgut and in CCCS of the Ministry of Emergency Situations of Russia of KhMAO-Yugra. control of updating of the Municipal register of instructions of supervisory authorities in the weekly mode and condition monitoring of complex security of objects in the daily mode and also to carry out contrastive analysis behind accomplishment of instructions of supervisory authorities in a week, month, year.

The software allows to perform the following functions:

• Data entry for the general monitoring of an object, for monitoring of an object for fire protection, for the monitoringaobjekt on types and a method of an output of the fire warning, for monitoring of elimination of violations. Formation of the following reports
• Passports of complex security,
• The updated passports of complex security,
• Data of control of violations,
• The updated data of control of violations;
• Report generation on terms of updating given on monitoring by the Unloading of Account of Point 2 organizations in a format on the system server; Search of report files on the server; Office functions; Sending reports in the form of files on several e-mail addresses; Printing of the list of organizations and report files; The Software is put into operation. Further the software will be improved and new features will be entered into it.
