Emercom of Russia recommended the Electronic Watch Bell warning system for implementation in regions of Russia. Her Federal State Unitary Enterprise Moscow City Broadcasting Network (MCBN) developer is going to use a system in a number of the subjects of the Russian Federation.^[1]

"The electronic watch bell" is intended for acceptance and signal transmission about emergencies, providing the guaranteed address notification of residents of small settlements. Five names of the equipment, production of Kaluga Plant of the Cable Equipment Federal State Institution, JSC Vladimir Plant Elektropribor, Ltd NPO Sensor are included in the package, "Mars is the Arsenal", JSC Izhevsk Radio Plant.

In the first half of 2012 MCRBN put a system into operation in a test zone in the territory of Kursk region (Zolotukhinsky district). After three-months tests under different weather conditions the "Electronic watch bell" integrated to a centralized system by means of channels of mobile communication was included by the Ministry of Emergency Situations in the methodical recommendations about creation or reconstruction of warning systems of the population developed in 2012.

Some subjects of Russia, including the North Caucasian Federal District, the Bryansk, Saratov, Kaluga and Kostroma regions are already going to unroll test zones. "So far the relevant agreements on creation of "proving grounds" for "An electronic watch bell" are not signed, but regions are close to it, - the head of department of public relations of MCRBN Alesya Mamchur told the reporter of ComNews. – On deployment of a pilot zone only several days are required".

Alesya Mamchur explained that work with regions happens by the following principle: the administration of this or that area orders creation of a test zone, and then makes the decision on scaling of the project. "The system deployment term "An electronic watch bell" depends on technical complexity of the project and the size of the allocated funds, but on average does not exceed 90 days", - she explained.

The cost of the equipment can vary depending on technical complexity of the project. "To organize the system of the emergency notification (to three loudspeakers) the locality where 200 people live, requires about 150 thousand rubles, - Alesya Mamchur told. - Costs for creation of infrastructure of a three-program wire radio and installation up to 20 loudspeakers make from 1 million rubles". At the same time annually on maintenance of infrastructure about 10% of equipment cost in addition will be required, she summarized.

In addition to the address notification at emergencies "The electronic watch bell" allows to organize the system of street broadcasting also. "For example, in Zolotukhinsky district it was used for information maintenance of election of the president of the Russian Federation and during holidays", - Alesya Mamchur assured.
