Konstantin Korolev: Payment of state services as service becomes a reality

Konstantin Korolev: Since July 1 of this year the system of interdepartmental electronic interaction (SIEI) allowing citizens not to submit when receiving the public and municipal services documents, available other departments becomes effective. However, payment process of the state fees for services and also penalties and charges, still remains insufficiently covered by informatization. The project performed by Federal Treasury - creation of the state information system of the state and municipal payments (GIS GMP) will become the solution, in our opinion.

Now administrators of budgetary funds (for example, FMS, FSSP, traffic police and so on) have no online access to information on payments physical and legally the persons entered through commercial banks of the Russian Federation. Therefore they are forced to demand the receipt confirming effected payment. Enforcement of GIS GMP allows to solve this problem. Thanks to implementation of treasurer services banks have an opportunity to communicate with public authorities by means of SIEI. At the same time the number of the involved participants from executive authorities is planned about 30 thousand. Banks should not sign agreements with each department – all necessary information will be provided by GIS GMP services.

TAdviser: What difficulties are experienced by citizens and the organizations at payment of state services?

Konstantin Korolev: At the moment the citizen wishing to receive state service should search at first for the details necessary for filling of the form of payment (to rewrite them from stands in premises of departments, to find on the websites and forums in the Internet), then to go to bank, to fill out the receipt and to make payment. In bank details of each payment are typed again by the employee and go through the Central Bank of the Russian Federation to treasury. After transfer of payment into the account in Federal Treasury information on payment is carried by treasury to the interested department, the administrator of this income. At each stage of this process the probability of introduction of errors is high that leads to increase of the obscure receipts in the budget. Here also it turns out that providing by the citizen the paid receipt is a necessary condition of receiving state service.

TAdviser: What will exchange in payment process of public services with implementation of GIS GMP?

Konstantin Korolev: Since January 1, 2013 the bodies providing public services, and the bodies providing the municipal services having no right to demand from the applicant of documents and information on payment of the state fee. GIS GMP will provide information on payment in electronic form in each such department. For this purpose each bank is obliged to be connected to this term to GIS GMP and after payment without delay to transfer information on payment to Federal Treasury. The citizen at the same time can obtain information on all charges and debts to the budget, having addressed to bank by any method convenient to it (personally, via the self-service terminal or the RBS system) and to make payment.

TAdviser: How difficult to banks to perform process of connection to treasurer services now?

Konstantin Korolev: The main contractual and technical basis which allows credit institutions to join the system of electronic interdepartmental interaction is already created and to participate in the project of Federal Treasury. Costs for connection to services, are not so considerable, considering those advantages that at the same time acquires bank. Now Sberbank, Gazprombank, Bank of Moscow, QIWI, etc. were already connected.

TAdviser: Regions are how deeply involved in these processes?

Konstantin Korolev: Many regions already actively joined in this process. Regional structures are connected to services of Federal Treasury, in particular, in the Volgograd region the Healthcare Committee, Committee on Education and science, Committee of natural resources and environmental protection regarding exchange of information on charges and about payment of the state fees are connected.

And in a number of progressive regions analogs of similar GIS GMP of systems for formation of the own database of the charges and payments providing payment process of regional and municipal services and also other services rendered by budgetary institutions of the region are already under construction. These services are the socially important, mass, occupying a considerable share from total amount services provided by state agencies and budgetary institutions on places. For example, payment for kindergartens, music schools, etc. Such projects are kept in Moscow where the RNIP system - Registration of charges and payments is created, in the Belgorod region by "RISOU" - the Regional information system of payment of services, etc.

TAdviser: What can BSS Engineering offer regions in this direction?

Konstantin Korolev: In this direction for regions we suggest to use our solution "Accounting of Charges and Payments of BS-eRegion". The information system "Accounting of Charges and Payments of BS-eRegion" provides a possibility of payment of the public (municipal) services and implementation of other payments to public authorities and budgetary institutions of the region in electronic form.

The Accounting of Charges and Payments of BS-eRegion system consists of an automated system of storage and accounting of information on charge by administrators of amount dues and the actual payment by consumers of the public (municipal) services and other payments (duties, taxes, penalties, contributions) to authorities and budgetary institutions of the subjects of the Russian Federation (municipal entities). Also the information payment service providing a possibility of payment of the public (municipal) services and implementation of other payments to authorities and budgetary institutions of the subjects of the Russian Federation (municipal entities) in electronic form enters it. The Accounting of Charges and Payments of BS-eRegion system, both with methodical, and from the technical point of view, is completely compatible to the "State information system about the state and municipal payments" (operating according to the amendments to Federal law No. 210-FZ of 7/27/2010 determined by Article 20 of Federal law No. 162-FZ of 6/27/2011).

TAdviser: Give, please, an example of use of this solution on the example of mass service?

Konstantin Korolev: Under control of municipal department of education by means of the regional aggregator of charges and payments ("Accounting of Charges and Payments of BS-eRegion") information from all subordinated preschool institutions for formation of charges to citizens gathers for payment of visit by their children of kindergarten.

All regional charges are aggregated in the Accounting of Charges and Payments of BS-eRegion system connected to SIEI and transferred in the structured type in federal GIS GMP. Addressing the portal of state services or directly in banks, citizens can see all charges exposed to them and pay them. After carrying out payment by citizens, banks transfer information on payments to GIS GMP, the same data will be available also to the region in the Accounting of Charges and Payments of BS-eRegion system.

At the territorial level in "Accounting of Charges and Payments of BS-eRegion" there is a comparison (matching) of the exposed charges to information on effected payments. Information on payments becomes available to preschool institutions, parents and local financial body in the subject. As a result all participants of process have up-to-date information about the amounts added for payment for kindergarten and the amounts of the actual payments for these services, understanding existence and the amount of debt. And all this occurs online.

TAdviser: What receives the region at the implementing solution "Accounting of Charges and Payments of BS-eRegion"?

Konstantin Korolev: At implementation of this solution in the region for the benefit of citizens the convenient and reliable mechanism of operational payment of fees, taxes, penalties, contributions and other payments to regional and municipal authorities appears, using bank payment instruments in the protected environment on any channels of payment, convenient for the payer, - via the terminal, cash desk, the RBS system and other. Administrators of budgetary funds get online access to information on actually effected payments of physical persons and legal entities, about a status of debt on each payer.

The financial body of the subject receives an effective system of accounting of payments from physical persons and legal entities to organizations of a budget system of the subject (municipal entity), including payments for rendering the public (municipal) services. At the same time there is a considerable reduction of volume of the obscure receipts in the budget and reducing costs for administration of all receipt flow. In general, system implementation of "Accounting of Charges and Payments of BS-eRegion" will allow to provide quality improvement of rendering the public and municipal services to the population in the region, to make available infrastructure and services of bank community. Use of such solution will give the chance to increase collecting of income in the local budget, will allow to reduce sharply quantity of errors at making payments.

At the same time the banks working at the territory of the subject considerably will expand the customer base at the expense of all physical persons and legal entities making payments in the regional (local) budget. Implementation in the subject of the Accounting of Charges and Payments of BS-eRegion system will prepare in the most optimal way and synchronizes regional departments to work with federal GIS GMP.
