Togliatti mayor's office passes Case (EOS Group) to electronic document management

The mayor's office of the city district of Togliatti announced complete transition to electronic document management. As the document flow automation equipment in municipal administration the CASE system, developments of Electronic Office Systems (EOS) company is applied.

According to the mayor Sergey Andreyev, since June 19, 2012 the mayor's office completely refuses paper documents. From now on all documents in municipal administration will be electronic. The mayor noted advantages of an innovation: "Need to wait when by the evening the document gets to office disappears, and then since morning will lay down on a table to the chief. Now we, including personally I, three times a day – in the morning, in the afternoon and in the evening – will quickly "scatter" mail to each head".

In an interview to the City informational portal of Togliatti (http://tlt.ru/articles.php?n=1941774) Sergey Andreyev commented on efficiency of the project in terms of economy of budgetary funds: "We the second time cannot already place the municipal order for acquisition of the paper, are forced to print on "reverses". God pushes us to that we refused it. Most likely, here it is necessary to speak not about economy in money, and about economy in terms".

In Togliatti mayor's office the new division – Department of information technologies became operational. According to the head of department Elena Balashova, the organization of transfer of services to an electronic form and ensuring interdepartmental and interdepartmental interaction are priorities of department.

Implementation of the first jobs of an electronic document management system "MATTER" in the Mayor's office of the city district of the city of Togliatti began in 2003. For the purpose of ensuring mobility of employees jobs of a subsystem of "DELO-WEB" giving an opportunity of full-fledged remote work with a system in business trips and office trips were purchased.

The new mayor Togliatti Sergey Andreyev from the first days of work expressed the need to officials to position himself in information space. But officials "exit" to open spaces of the Russian Internet and active communication with the population on social networks and a blogosphere – only one "party of a medal". Poe opinion of the new mayor, effective work of the city authorities without high-tech solutions in the field of control automation became impracticable.

From the moment of the beginning of implementation went a serious way of evolution to the mayor's offices of EDMS "DELO". Now it is already not just a product for automation of work of offices, and the full solution for informatization of public institutions. And this evolution of a product gives the chance to save significantly – not to put in money in expensive projects effect of which implementation under a big question, and systematically and step by step to develop the available system.

Today to apply EDMS "DELO" only as the instrument for ensuring of traditional document flow – means not to use also a half of opportunities of this product. Time to take the next step – to use "CASE" as the complete solution for process automation in public administration and constructions of the electronic governments came.

New opportunities of the latests version of "CASE" reflecting requirements of time for ensuring mobility in activity of officials pushed the mayor of Togliatti Sergey Andreyev to the solution to refuse completely paper documents. For the purpose of ensuring mobility of employees jobs of the subsystem "DELO-Web" giving an opportunity of full-fledged remote work in business trips were purchased. Now in Togliatti mayor's office 112 jobs of EDMS "DELO" and 48 places of the subsystem "DELO-Web" are set that allows completely "close a question" about access to an information system of all divisions of municipality.

Did not remain unaddressed the mayor and work with citizens' appeals. Already it is impossible to maintain authority of the government by formal "formal replies" and to work, relying on the principle "paper should mature". The citizen wishes to know at any moment where also by whom his address is considered, and to receive the answer without delay. The CASE system considering traditions of the Russian document flow and allowing to control tightly execution of documents provides to citizens such opportunity. For this reason Togliatti mayor's office, undoubtedly, will be able to become a sample in formation of a new format of the relations with citizens – "open municipality".
