Biography

Was born on January 21, 1971 in family of the serviceman.

Education

After the termination of high school in 1989 entered the Novocherkassk highest military college of communication. In 1993 gained the diploma of the higher education in the specialty "Command, tactical communications of troops".

In 2006 gained the diploma of second higher education of the North Caucasian academy of public service in World economy.

Career

1993-1999

From 1993 to 1997 passed military service at officer positions in divisions of communication of the Ministry of Defence of the Russian Federation. After dismissal from the Armed Forces of the Russian Federation two years worked in commercial firms.

In 1999 came on the public civil service to the ministry of the industry, trade, transport, communication, a road complex of the Rostov region to a position of the leader, then the chief specialist supervising issues of development of communication in the Rostov region.

2002-2012

In 2002 it is transferred to work in the Ministry of Economics, trade, the international and foreign economic relations of the Rostov region where served in the following positions: head of department of stimulation of business activity, and then head of department of public procurements (2002 - 2004); head of department of public procurements (2004 - 2012).

By the decree of the Governor of the Rostov region of January 17, 2012 No. 2 it is appointed to the state position of the minister of information technologies and communications of the Rostov region.

2020: Departure from the job of the head Mintsifra of the Rostov region

At the end of December, 2020 Herman Lopatkin resigned authority of the minister of digital development, information technologies and communications of the Rostov region. Its place was taken by Evgeny Poluyanov.

He is married, has two sons of 1989 and 2005 of year of birth.
