The Russian Energy Agency carries out upgrade of technological solutions of the operational reporting

Galfind LLC completed implementation of the "1C: Payroll and budget institution staff 8" program in Federal State Budgetary Institution Russian Energy Agency.

Objectives

The central office and branches used different software products which could not provide automatic consolidation of data, efficiency of providing regulated reports. The management of Federal State Budgetary Institution REA set the task: organize uniform registration of personnel and the salary. The methodology of uniform accounting is decided to be implemented in a new automated system.

The versatility of the organization and financing it at the expense of budget funds defined the main requirements to the software product. After the analysis of the automated systems provided in the market the "1C: Payroll and budget institution staff 8" program was selected.

Based on the tender implementation of the program was entrusted to Galfind LLC.

Solution

Implementation of the program was preceded by the works connected with normalization of reference books and development of the general methodology of conducting calculations for 62 branches located in different regions of the Russian Federation.

The general project duration was six months. During this time during step-by-step implementation sections of payroll and personnel records were automated. Taking into account specifics of work of organization reporting is automated. According to the law "About Personal Data" No. 152-FZ access for users to information about employees is differentiated. The additional services facilitating calculation of awards are added to a system.

Forces of specialists of Galfind LLC prepare regulations of providing initial data for initial filling of the database, then data of branches of Federal State Budgetary Institution REA are processed and loaded into a system. The "1C: Payroll and budget institution staff 8" program is successfully integrated with other accounting systems installed in Federal State Budgetary Institution REA.

Result

Implementation of the program allowed to minimize the costs connected with payroll more than 2000 employees, to increase quality of calculation and to reduce time for consolidation of data.

At the employees who are engaged in payroll resources for the solution of additional functional tasks were released. Besides, clerks could raise the professional grade - they work with the modern software now.

Users in all regions use uniform reference books by individuals and objects of analytical accounting. As a result to reduce the costs connected with input and processing of coinciding data in reference books of branches automatic consolidation of data on organization became possible.

Administration of a system in all branches is executed far off, of the central office now that allowed to increase efficiency of use of resources of IT service.

According to the chief accountant of Federal State Budgetary Institution REA Likhacheva E.V., system implementation "1C: Payroll and a budget institution staff" allowed to lower labor costs on section of payroll, simplified online access of the central office to information of branches, accelerated process of approval of calculations of branches, increased efficiency of operational management.
