"The Far East energy management company" had the electronic marketplace

"The Far East energy management company" (DVEUK) [1] became the owner of own electronic marketplace with the automated purchase plan. Now all purchasing activity of the enterprise will be performed electronically, on in advance approved plan and in frames of federal law No. 223-FZ.

In the middle of July the Russian developer of electronic marketplaces — the Fogsoft [2] company — completed implementation of the electronic marketplace (EM) at the DVEUK [3] enterprise. Today the main objective of the company is implementation of large investment projects in the Far East due to attraction of financial resources of the federal budget. Besides, the company is engaged in initialization of the new investment projects for development of power of the region approved by the federal target program "Economic and Social Development of the Far East and Transbaikalia until 2013".

According to Alexey Kuzmenko, the head of department of the organization of biddings of the company owner of new ETP, work on implementation of own electronic trading system began with entry into force of law 223-FZ regulating purchasing activity of the enterprises with state participation. This law gives to the organizations an opportunity to carry out purchases in any forms including which already developed at the enterprise. Thus, purchases can be carried out as in traditional, and electronically. The only thing that it is required — to describe formally an order of carrying out purchases and the used forms of procurement procedures.

"We, of course, within this law could not create own platform, and use third-party or it is traditional "to be bought" — Kuzmenko noted. — But, having longtime desire to automate our purchasing activity and experience of cooperation with third-party ETPs, the unambiguous decision on creation of corporate electronic platform was made".

The choice for benefit of Fogsoft as the developer and integrator of electronic marketplace was also not accidental. "The Fogsoft company won according to the results of our competitive procedure. Besides this developer — the author of successfully working electronic platform of Moscow Heat Distribution Company and, according to the management of MTK, complaints to Fogsoft was not, and work they were satisfied" — added to the organizations.

As noted, the DVEUK electronic marketplace created on the platform of the iTender-Energo electronic trading system performs all necessary functions on automation of procurement procedures of the enterprise. On a response of the customer, thanks to transfer of purchases to an electronic form in management company the paper and red-tape works connected with preparation of different protocols and notifications were reduced and also the possibility of the correspondence participation in biddings from any point of the country and the world appeared.

Now all procurement procedures of the company are automatically created on electronic platform also performed on in advance approved plan that, in turn, disciplines and allows to exclude any errors in the course of preparation and tendering". The expert explained that fixed functions and tasks usually are understood as a system capability to support different types of biddings. Among them — auctions from the submission of the price offer opened and closed by forms on increase or reduction in price, tenders, public offers, quotation requests, exchange biddings. Also many enterprises are interested in integration of own ETP, for example, with different corporate systems based on SharePoint, 1C, SAP and so on. At the same time not everyone uses automation of the purchase plan.

On DVEUK electronic marketplace, as well as on other ETPs on the iTender platform, own know-how of Fogsoft — the system of double data encryption is implemented. Such innovation does not allow the organizer, the customer and participants to study price offers until the official beginning of biddings — openings of envelopes. It puts all participants in equal conditions on the platform, emphasized in Fogsoft.
