Altai Krai, Russia was born on February 9, 1960 in Barnaul.

Education

1982 - graduated from the Altai state university majoring in "Work economy".

Social and political activity

1982 - 1984 - the instructor in the Altai regional committee of the All-Union Leninist Young Communist League.

1984 - 1990 - the second secretary of a district committee of the All-Union Leninist Young Communist League, the first secretary of a district committee of the All-Union Leninist Young Communist League in the central district committee of the All-Union Leninist Young Communist League, Barnaul.

1990 - 1991 - managing affairs of executive committee, the acting vice-chairman of executive committee, the chairman of planning commission of executive committee in the central district executive committee, Barnaul.

1991 - 1992 - the deputy head of administration of the Central district of Barnaul.  

1992 - 1994 -  the deputy head of administration - the Chairman of the Committee of the city administration of the city of Barnaul on an economic reform.  

1994 - 1995 - the vice-chairman of committee of administration of Altai Krai on finance, tax and credit policy. 

1995 - 2002 - the Chairman of the Committee of administration of Altai Krai on finance, tax and credit policy.

2002 - 2004 - the deputy manager of department, the Acting Head of Department of the interbudget relations in the Ministry of Finance of the Russian Federation.

2004 - 2006 - the associate director of Department of the interbudget relations in the Ministry of Finance of the Russian Federation.

2006 - 2008 - the director of the department of the interbudget relations in the Ministry of Finance of the Russian Federation.

2008 - 2012 - the chairman of Federal Compulsory Health Insurance Fund^[1].

2009 - moved in lists from a batch United Russia to a position of the Governor of the Altai Republic^[2].
