The automated unified register of results of intellectual activity (AERID)

On August 29, 2012 on the platform of Otkrytogo aktsionernogo obshchestva Engineering Marketing Center of Concern Vega (JSC IMTs of Concern Vega) the presentation of project deliverables on creation and implementation of the Automated unified register of results of intellectual activity (AERID) of JSC Vega Concern (Concern) took place.

Within formation of own innovation system in Concern the corporate system of management of intellectual property (SMIP) forms. Formation of SUIS is provided by the Program of the innovative development of Concern for a long-term outlook. For ordering of the processes connected with management of intellectual property and within the created SUIS, the department of intellectual property and a transfer of technologies is created, the Patent strategy of the integrated structure is approved, it is created by AERID, regulating and organizational and administrative documents SUIS are developed.

At the presentation of AERID there was a management of Concern, representatives of the Ministry of Defence of the Russian Federation, Government of the city of Moscow, Association of the organizations of defense industry complex - producers of medical products and the equipment and also specialists in the field of management of the intellectual property of the enterprises which are a part of Concern.

Welcome speech and justification of need of development and deployment of AERID within the integrated structure was made by the CEO - the chief designer of JSC Vega Concern V.S. Verba. He also explained that being a part of the integrated structure of JSC IMTs of Concern Vega he is the center for innovatics of Concern and the launch pad for the subsequent scaling of a system at the enterprises of Concern within the pursued policy on formation of uniform corporate information space.

In the performance the CEO of JSC IMTs of Concern Vega V.A. Mikheyev confirmed the importance of project implementation in line with the innovative development of Concern and formation of a common information space of the integrated structure and also thanked a project team for the done work and designated further steps on development of AERID.

During the presentation the deputy chief designer for the innovation projects of Concern A.V. Frolov, the head of department of intellectual property and a transfer of technologies V.N. Guk and specialists of department provided functionality of AERID, feature of work with the automated register and its filling taking into account the up-to-date information obtained from the enterprises of Concern. Especially it is necessary to emphasize the planned release of the paper version of the Register of the results of intellectual activity (RIA) of the enterprises of Concern that is also indivisible element in work with potential customers and partners.

Creation of AERID based on the DocsVision platform took place in partnership with the IT Interface LLC company which is selected according to the results of the held tender from a number of the similar companies and based on experience of the company in development and deployment of specialized information systems in the organizations of the state and private sectors.

The kernel of AERID is the open module in terms of scaling and integration into diversified ICs (workflow systems, electronic archives, the systems of information security support, a monitoring system of media and the Internet (including social networks). Additional functionality includes identification of potential intellectual property items (on the basis of the algorithms data & text mining developed and adapted for specific data domain), search in otchestvenny and foreign patent databases, etc.

Further interaction with IT Interface LLC company is represented in line with improvement of quality and accumulation of functionality of AERID and also in the direction of creation on the existing platform of new projects and their subsequent commercialization what is confirmed by a speech of the top manager of the company V.G. Efremtsev.

In partnership with IT Interface LLC company the organization of continuous processes of personnel training for work in AERID and its marketing performed through commercial functionality of Concern - Vega TM Trading House is planned.

In the conclusion participants of the presentation exchanged views and questions on filling of AERID. Regarding the equipment of functioning of the automated register of an explanation the deputy chief designer for information technologies of the Reich Concern B. G. gave. In the field of accounting of results of intellectual activity according to the results of the carried-out research and development of Concern questions were commented by the deputy chief designer for scientific and technical policy A.D. Kraylyuk.

Thus, today it is impossible to underestimate the importance of the question connected with protection of results of intellectual activity that is especially relevant in the conditions of competitive environment and the taken place entry of Russia into the World Trade Organization. Accounting and the analysis of RID allows to carry out, on the one hand, monitoring of own opportunities of the enterprises of Concern accumulated and the maintained knowledge, and with another, to provide to the enterprises competitive advantages, using, including, and the mechanism of a transfer of technologies.

Created by AERID is not only the database, but also the mechanism using which there is possible a knowledge management process in line with the innovation policy pursued in Concern.
