State order system: placement of the state and municipal order

The system of the public and municipal procurements State order is intended for automation of procedures of placement of the state and municipal order according to requirements of Federal laws and regulatory legal acts of the Russian Federation. The AIS "State order" will allow to integrate in a common information space of all participants of process of execution of the state order.

The current version of the State order system provides complex automation and information support of planning processes, preparation, carrying out, control of placement and execution of the state and municipal order and also provides integration of the external system of order placement (ESOP) with the official website of the Russian Federation (OWRF) according to the interaction of systems approved by the Ministry of Economic Development of the Russian Federation. Legislative and normative providing system

A system is developed taking into account requirements:

  • Constitutions of the Russian Federation,
  • Civil Code of the Russian Federation (Part 1 of Article 447-449; Part 2 of Article 525-534, 763-768, 1057-1061),
  • Budget code of the Russian Federation (Article 28, 34, 70-73, 242, 289, 301),
  • Federal law No. 94-FZ of July 21, 2005. "About placing orders for the supply of goods, works and services for state and municipal needs", and others legislative and normative legal documents.

The State order system is constantly supported in current status in full accordance with the legislative changes concerning the procedure of placement and execution of the state order.


Functionality of the State order system

Formation and maintaining basic directories and reference books

  • Formation and maintaining register of Customers (GRBS, RBS, PBS).

  • Maintaining register of the commissions and automatic formation of the working schedule of the commissions.

  • Formation and maintaining register of Suppliers.

  • Maintaining register of unfair suppliers.

  • Formation and maintaining uniform directory of goods, works and services.

  • Use of OKP, a RCEAP, the structured nomenclature of MEDT, the standard qualifier.

Formation and maintaining purchase plan

  • Purchase planning of goods, works, services on the basis of the directory.

  • Planning of lots of purchases and terms of order placement on the basis of the planned positions.

  • Formation and adjustment of the scheduled plan of order placement.

  • Report generation about execution of scheduled plans of order placement.

Holding Application campaign

  • Formation of requests.

  • Processing and consolidation of requests.

  • Performance report of requests.

Formation and maintaining register of purchases

  • Maintaining register of purchases of Customers.

  • Formation of the summary register of purchases.

  • Control of terms of passing of stages of order placement.

Carrying out electronic monitorings of the prices stipulated in Clause the 20th Paragraph 5 of the Federal law of 7/21/2005 No. 94-FZ

Process automation of preparation and carrying out purchases

  • The publication of notifications on carrying out tenders/auctions/quotation requests on the official site.

  • Electronic mailing of notifications on the forthcoming tenders / auctions / quotation requests to the suppliers included in the register.

  • Formation of lots of tenders / auctions / quotation requests on the basis of requests of Customers and according to budget painting of the state funded organization.

  • Registration of requests from suppliers.

  • Assessment and comparison of requests of suppliers according to the cost and ball valuation method.

  • Determination of the winner and registration of results of a meeting of tender / auction / bidding commissions.

  • Automatic formation of the minutes of tender / auction / bidding commissions.

Formation and maintaining the register of contracts according to Order of the Government of the Russian Federation No. 807 of December 27, 2006

  • Formation and maintaining the register of the signed public and municipal contracts.

  • Control of execution of the plan of the public and municipal procurements and reporting on complete purchases.

Formation and analysis of marketing information

  • Formation and accounting of history of work of suppliers in a System (performance of contracts, activity of participation in biddings).

  • Carrying out price market research (on the basis of price lists and the best proposals of suppliers).

  • Analysis of structure and volumes of products which are purchased by customers.

  • The directory of the purchased goods, works and services and relevant proposals of suppliers by the directory.


Data protection and ensuring legitimacy of electronic document management

  • An authentication mechanism of users by the certificate.

  • A possibility of signing of the electronic documents created in a System.

  • Check by means of the EDS System of users.


Key results of implementation'

The State order system will allow to integrate in a common information space of all participants of process of execution of the state order. Among the main results of system implementation it is possible to select:

  • improvement of centralized operation by procurement process of products (goods, works and services) for the state needs;
  • increase in efficiency of work of employees and efficiency of interaction of the organizations which are engaged in planning, placement and execution of the state order;
  • reduction of terms of passing of requests according to the state and municipal order;
  • minimization of cost of order placement for the state and municipal needs;
  • automation of information and analytical support of acceptance of management decisions at all stages of implementation of the state and municipal order;
  • increase in efficiency of expenditure of budgetary funds due to decrease in purchase prices as a result of automation of competitive and auction procedures of all types;
  • expansion of opportunities and simplification of the procedure of formation of analytical reports due to unification of departmental and summary information arrays on the basis of uniform reference books and qualifiers;
  • increase in control of placement of state orders and target use of budgetary funds;
  • use of technology of electronic legally significant document management using means of cryptographic information protection and the electronic digital signature (EDS).
