Biography

Was born on January 15, 1969 in Bratsk of the Irkutsk region, Russia.

Education

1976 - 1986 - studied at school No. 9 of the city of Pushkino of the Moscow region.

1993 - graduated from the Moscow timber institute majoring in "Chemical engineer".

1987 - 1989 - underwent conscription service in Armed forces of the USSR.

1993-1997

1993 - 1995 - work in different commercial enterprises in Moscow.

1995 - 1997 - the assistant manager, the project manager, the specialist of department of department in communications with the state organizations of ROSPROM private company.

1997-2006

1997 - 2000 - the manager, the deputy head of department on communications with public authorities, the vice president of Alfa-Bank open joint stock company.

2000 - 2004 - the first deputy chief of the Head Territorial Department of the President of the Russian Federation.

2004 - 2006 - the deputy head of department of the President of the Russian Federation on domestic policy^[2].

2008-2010

On May 19, 2008 - again nazanchen on the same post in Administration of the President of D.A. Medvedev Ukaz Prezidenta Rossiyskoy Federatsii^[4].

2008 - it is included in supreme council of the party the United Russia.

2009 - held the vice-chairman's position in Russian President's Council for Cossack Affairs.

2009 - was a part of the working group training candidates for posts of governors from United Russia.

2010 - it is elected the chairman of the Board of trustees of MGUL (Moscow State Forest University).

2011-2012

On September 6, 2011 -^[5] is appointed by the Russian President's Plenipotentiary in the Central federal district].

Since September 14, 2011 - the member of council Bezopasnosti of the Russian Federation^[6].

May 21, 2012 - The decree of the President of the Russian Federation it is appointed the Minister of Regional Development of the Russian Federation^[7].

September 19, 2012 - The decree of the President of the Russian Federation issues the reprimand.

On September 26, 2012 - in media there were publications that the minister wrote the withdrawal letter after criticism in its address from the president. However the president's press secretary Dmitry Peskov called these messages a newspaper hoax. After the Govorun's reprimand accompanied Putin on a trip across Kazakhstan.

On October 17, 2012 - by the decree of the President of Russia it is dismissed from a post of the Minister of Regional Development of the Russian Federation.

According to Forbes, Govorun himself asked about resignation shortly after the reprimand for failure of preparation of offers on acceleration of development of Siberia and the Far East was issued to it. Other reason of leaving of Govorun of media call the conflict with the head of the Federal agency on construction and housing and public utilities Vladimir Kogan which arose because of redistribution between departments of budgetary investment funds

2020: Appointment of the vice-president of "ВЭБ.РФ"

At the beginning of August, 2020 Oleg Govorun is appointed the vice-chairman of "ВЭБ.РФ". At this position the former Plenipotentiary Representative of the President of the Russian Federation will supervise interaction with the management of regions and public authorities.

Besides, Govorun will supervise project implementation on water supply, water disposal and liquidation of household waste in the Russian cities.

The former Plenipotentiary Representative of the President of the Russian Federation Govorun became the vice-president of "ВЭБ.РФ"

According to the chairman of "ВЭБ.РФ"  Igor Shuvalov, skills of the ex-Minister of Regional Development will be useful in the solution of an important task — increase in the standard of living of Russians. Shuvalov told about projects in which implementation Govorun will be engaged. 


Among the forthcoming projects —  upgrade of public transport, projects on city infrastructure, on utilization of municipal solid waste, on modern housing, on modern look of the cities  — Shuvalov in a conversation with RBC noted.

The head of state corporation called the Govorun's arrival to "ВЭБ.РФ"  "big acquisition" and pointed to work experience of the official, important for achievement of the necessary result, in the Government of the Russian Federation.

Managerial experience of Oleg Markovic during operation in the Russian President Administration and the Government of the Russian Federation, ability to construct decision making process, to achieve the necessary result and also thorough knowledge of a situation in regions is a big acquisition for the ВЭБ.РФ group, and for Oleg Markovic work in our command will be new useful life experience  —  the chairman of "ВЭБ.РФ" said.[8]

Till May, 2020 Oleg Govorun headed Fund of protection of the rights of shareholders. The RBC edition with reference to the source close to fund, reported that Govorun wrote the application at own will, it was its own solution.

As reported a source of Daily Storm, Govorun was dismissed by the Deputy Prime Minister Marat Khusnullin. However in the press service of the last RBC reported that the Deputy Prime Minister dismissed nobody and advised to address to fund.
