Osintsev Yury Valeryevich is the Russian statesman, the secretary of state - the Deputy Minister of Regional Development of the Russian Federation^[1].

Biography

Kazakhstan was born on January 5, 1954 in Aktyubinsk.

Education

1976 - graduated from the Ural polytechnical institute of Kirov, qualification - the mechanical engineer.

1990 - graduated from faculty of retraining of the managerial personnel of Cross-industry institute of advanced training at the Leningrad financial and economic institute of N.A. Voznesensky, qualification - the economist^[2].

1991 - graduated from the German managerial academy.

Career

1976-1989 - the master, the general foreman, the supervising foreman, the chief of the assembly shop of Uralmashplant.

1989-1992 - the deputy chief, the head of department of accounting and the reporting - the chief accountant of Uralmashplant.

1992-1997 - the associate director of Uralmashplant on finance and economy, the finance and economy director of JSC Uralmash.

1997-1999 - the head of department of development of JSB Promtorgbank.

1999 - the finance and economy director of JSC Uralmash.

Social and political activity

1999-2001 - the Deputy Mayor of Yekaterinburg for economy, the First Deputy Mayor of Yekaterinburg.

2001-2004 - the minister of the international and foreign economic relations of Sverdlovsk region, the Deputy Prime Minister of Sverdlovsk region.

December, 2003 - participated in elections of the Mayor of Yekaterinburg, was considered as the major candidate from "team" of the governor E.E. Rossel. In the first round of elections (on December 7, 2003) took the second place and succeeded to the second round. In the second round (on December 21, 2003) lost elections the Arcadia to Chernetsky^[3].

2004-2007 - the deputy of the House of Representatives of Legislative Assembly, the chairman of the House of Representatives of Legislative Assembly of Sverdlovsk region.

September, 2007 - March, 2009 - the member of the Federation Council of Federal Assembly of the Russian Federation, the representative from Legislative Assembly of Sverdlovsk region. The vice-chairman of Committee of the Federation Council concerning local government. The member of the commission of the Federation Council on natural monopolies^[3].

On March 24, 2009 - it is appointed the secretary of state - the Deputy Minister of Regional Development of the Russian Federation. Powers of the member of the Federation Council were stopped on April 22, 2009^[4].

2012 - the participant of the Fifth National investment Forum "Municipal Russia — 2012" in Yekaterinburg^[5].

2012 - the member of the Mixed Intergovernmental Russian-Turkish commission on trade and economic cooperation ("The working group on trade, improvement of the legal base on regional cooperation")^[6].

The member of the commission of the Federation Council on natural monopolies.

Awards
