Arrest
In November, 2012 it became known that Roman Panov is arrested on suspicion of participation in plunder of 93 million rubles which were selected for holding the APEC summit which took place in September, 2012 in Vladivostok.
Tverskoy Court of Moscow satisfied the petition of the investigation and authorized arrest of Panov delayed on November 9, 2012. Before November 8 the investigative department of the Ministry of Internal Affairs brought criminal case under the Article 159 of the Criminal Code of the Russian Federation (large scale fraud) in connection with identification of the fact of plunder of the budget money allocated for preparation for holding the summit[7].
The investigators suspect in participation in crime a number of the leading officials of the Ministry of Regional Development. According to the investigators, suspects organized carrying out tenders on the conclusion of government contracts on engineering and scientific and technical maintenance of construction of facilities of the summit and also on voluntary insurance of unfinished objects then they ensured a victory in them to controlled commercial firms.
According to police, about 93.3 million rubles were transferred into the checking account of these organizations. At the same time contractors did not take real part in insurance and engineering support of construction of facilities as the services provided by contracts were executed earlier by other firms.
On November 10, 2012 also it became known that in case the new person involved appeared. In Tverskoy Court during consideration of the petition of the investigation for detention of Panov as the suspect Oleg Bukalov, the head of federal state institution "Far East Directorate of the Ministry of Regional Development of the Russian Federation" was interrogated. By data Interfax, as a measure of restraint to Bukalov recognizance not to leave is chosen.
The APEC summit - took place 2012 on Russky Island in a campus of Far Eastern Federal University from September 2 to September 9, 2012. For holding an action the set of objects, including two bridges to Russky Island, several hotels, infrastructure facilities and roads was constructed. The total amount of investments on preparation for the summit was about 600 billion rubles.
Media noted that many objects were not complete in time, or are constructed with violations. One of the most juicy scandals happened shortly before opening of the summit, summer of 2012 when heavy rains blurred a section of the route "Sedanka - Patroclos", being under construction to an action. Upon washout of the route in June, 2012 criminal case was brought. On November 7, 2012 it became known that the facade of the building repaired to the summit was injured because of wind.
