Polymedia Congress

The Polymedia company provided in October, 2012 to the Russian IT to the market the new development — the software package Congress for ensuring processes of preparation and holding meetings on adoption of laws. Congress has wide functionality for digital maintenance of meetings: creates the agenda (the list of speakers and related documents, sums up the results of votes), registration of participants, submission of requests, performances, will organize vote and also provides information display about the meeting course on screens of collective use, viewing materials of a meeting, video broadcast of a meeting in network of public authorities, in the Internet and formation of final materials (audio and a video, the formalized minutes, the shorthand report).

The first practical application of a complex took place within first in a new political season meeting of deputy corps of the State Council of the Komi Republic of the IV session devoted to execution of the republican budget for 2011. Parliamentarians considered more than three tens questions, of which the performance report of the budget of the republic for 2011, entering of the next changes into the main finance document of the current year and also a number of questions of social orientation became main. During the meeting use of a complex allowed to consider all necessary questions of the agenda, provided carrying out more than 40 votes with observance of all procedural regulations. According to the head of Committee of informatization and communication of the Komi Republic Alexander Selyutin, the innovation did not cause any difficulties in work of deputies and participants of a meeting.

The complex differs in the structure in existence of a broad spectrum of programming and audiovisual elements: Software of the DIS audioconference-system, the system of the integrated management of Crestron and software of Congress, integrating all systems in a uniform complex and also the server hardware, the systems of sound recording, scoring and video switching, a video and video broadcasting, but in the course of the meeting users — listeners and speakers — see only the Congress interface on interactive tablets and interact with necessary documents.

Polymedia performs the project on equipping of the hall of the State Council of the Komi Republic the Congress complex for 100 participants of meetings. Completion of works is planned for November 20, 2012.
