"The road clinical hospital "Russian Railway" of St. Petersburg continues implementation of KIIS

The Center of Implementations Victoria company announced on November 1, 2012 end of the first stages of an implementation project of KIIS in Non-state health facility "Road clinical hospital JSC "Russian Railways".

Start

The customer company passed a classical way of evolution of penetration into informatization processes - from local automation of departments and services (accounting, the personnel) and processes (statistics, accounting of medicines, settlings with compulsory health insurance fund) before the complex automation of organization including medical and diagnostic process and administrative work.

By the beginning of the project the existing information systems in the enterprise represented a complex of the separate automated jobs, but not unified information environment: data were duplicated in separate programs, exchange of them happened manually, the volume of manual work increased, the value of the program developments designed to reduce a routine decreased. Informatization level in organization did not correspond to the tasks facing it.

The management of NUZ "DKB" for department of an ACS set the task: select and implement the integration platform of a medical information system.

As a result the choice was stopped on KIIS mainly for the following reasons:

• positive reviews from 2 NUZ in structure of JSC RZD (experimental design bureau on the station Petrozavodsk, OB on the station Murom),
• the open architecture of a system allowing to change screen, printed and report forms under requirements of the Customer
• adequate price policy and payment terms from MIS producer.

Solution

The curator of the project, the associate director on economic problems Novak Tatyana Vitalyevna noted in the publication: "In the project progress it is going to solve the following problems:

• reduce load of personnel on collecting, processing and formation of statistical and secondary medical documentation;
• increase quality of documentation, its suitability for analytical processing;
• create a centralized system of collecting and formation of operational statistical reporting at once on all divisions of NUZ;
• implement new control methods of work of personnel, increase knowledge of heads;
• cut down unreasonable expenses due to total accounting of medical services and a consumption of medicines".

The first stage of implementation KIIS fell on the third - the fourth quarter 2011. For automation of medical and diagnostic process during this period by the Customer offered the following departments:

• reception,
• surgical department,
• urological department,
• department of ultrasonic diagnostics,
• department of functional diagnostics (2 techniques),
• radiological department,
• kliniko-diagnostic laboratory,
• administration,
• office of medical statistics,
• marketing department,
• office.

By the end of 2011 in KIIS 138 users of NUZ DKB were registered. According to the results of the first stage of implementation the decision on failure since January 1, 2012 from the modules "Accident Ward", "Anades" MIS Median which were used for registration of patients, input of statistical information and obtaining the reporting earlier is made. The second stage of implementation assumed as horizontal, i.e. more complete use of opportunities of KIIS in a hospital, and vertical expansion of the project, i.e. automation of the remained clinical departments, all techniques of functional diagnostics, department of radiodiagnosis. The following is as a result made:

• technical errors of users in work with the documents containing statistical information are collected and analyzed all possible algorithms are fulfilled with key users and recommendations are made. In some cases the completions excluding incorrectnesses in work of users who were free of charge executed by K-MIS company within development of a system were required.
• the big packet of the settled departmental statistical reporting and also packet of economic reports is developed. At the same time some reports on load of employees of diagnostic departments were considerably processed in a type of the rich opportunities of the module "Statistics of KIIS" opening for the head of the economic department new opportunities of the analysis of economic activity of a hospital of NUZ DKB.

Together with the staff of department of an ACS of NUZ DKB a number of departments of organization are connected to work in KIIS.

Project Continuation

Automation of activity of department of gravitational surgery of blood, kliniko-expert work, pathoanatomical laboratory, cytologic laboratory, the organization of quality control of an execution of medical documents by doctors in KIIS continues.

Now in a system the most part of specialists works and the number of users of a system reached 364.
