Rostelecom announced tender results on construction and start of federal networks GSM, UMTS (3G) and LTE with the starting price of agreement of 2.124 billion rubles. NVision Group, "Inlayn telecom of Solutions" and Technoserv participated in the tender. On all key parameters of their offer matched so the operator held the repeated auction, and won against Technoserv entering into the PromSvyazKapital group of Dmitry and Alexey Ananyevykh. He requested the smallest remuneration — 1.949 billion rubles, the representative of Rostelecom Valery Kostarev says.

In competitive documents the contract date — till March 31, 2012 is specified. And some sections of network, in particular fragments of GSM in regions, should be ready already by the end of this year, the manager of the operator adds.

Terms of construction are critical for Rostelecom: — to Sky Link it is important to one of its key mobile assets to manage to perform conditions of GSM licenses in 45 regions of Russia. Regarding regions, according to Roskomnadzor, GSM networks should earn on November 22, and in a part — on December 6. But, as sale of Sky Link to Rostelecom dragged on, and the former owner of Sky Link — — had no Svyazinvest of means for investments, networks were not constructed in time. One of key problems which Rostelecom will solve using the contractor — purchase of femtocells, the low-power miniature stations of cellular communication intended for service of the small territory (with a radius up to 1000 sq.m) one of contractors of the operator told Vedomosti. It will allow Sky Link to perform requirements of GSM licenses, and then to increase a covering to more large-scale.
