Biography

Was born on March 2, 1968 in St. Petersburg, Russia.

Education

1993 - graduated from the Leningrad financial and economic institute majoring in "Economic cybernetics".

2002 - graduated from law department of St. Petersburg State University.

2004 - ended a magistracy of faculty of the international relations of St. Petersburg State University.

2008 - graduated from the St. Petersburg International institute of management (IMISP) according to the Master of Business Administration program.

During study at institute was the president of local committee of the World association of students economists of AIESEC.

Military Service

1987 - 1989 - underwent conscription service in armed forces of the USSR.

Scientific degree

Candidate of Economic Sciences, master of regional studies (country of Europe) and Master of Business Administration.

2003 - defended the master's thesis at department of economic cybernetics of Saint Petersburg State University of Economics and Finance and received degree of Candidate of Economic Sciences

During operating time in Legislative Assembly prepared (personally and in co-authorship) more than hundred bills, among them:

• about measures of social support of separate categories of citizens;
• about bases of regulation of town-planning activity;
• about an order of assignment of a rank "Veteran of Work";
• about prevention of minors in gambling institutions;
• about protection of green plantings, etc.^[7].

2010 - drafted amendments in the bill "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products". Evtukhov wants to permit regions to set independently restrictions for alcohol sale, including with a strength less than 15%. Under amendments both wine, and beer will get.
