In November, 2012 it became known that specialists of the companies of JSC HK of "GVSU "Center"", "1C: The first BIT" and KPMG Ltd is complete the joint project of creation of uniform methodology of accounting and an end-to-end information system on the 1C:Enterprise 8 platform. Economic effect of implementation of uniform methodology of budgeting, accounting and the reporting in all companies of "GVSU "Center"" holding only for the first year of operation of a system significantly exceeded investments in its creation. The volume of costs of the enterprise is reduced, on average, by 10%. 470 jobs are in total automated.

The need for the immediate solution of these and other problems was one of key premises of the project.

Project Tasks

The main objectives of implementation were:

  • development and deployment of uniform methodology of budgeting and formation of the individual and consolidated statements "business plan" and "plan fact";
  • change of processes of accounting of accomplishment of SMR for a possibility of obtaining information from construction objects in the daily mode;
  • development and deployment of uniform methodology of accounting and tax accounting;
  • development and deployment of uniform methodology of accounting and formation of the consolidated statements according to IFRS;
  • improvement of level of IT services for production and financial divisions of the company.

Project Progress

At different stages of the project in a joint command of KPMG, "1C: The first BIT" and "GVSU the Center" entered up to 25 specialists from three parties.

The main amount of works on creation of uniform methodology and the unified information system based on "1C: Manufacturing Enterprise Management 8" and industry solutions of BIT was executed in 6 months.

Since January, 2011 were brought into trial operation of a subsystem:

  • Management of NSI, including contract management;
  • Operational accounting of commodity and production operations, accounting of accomplishment of SMR;
  • Accounting and tax accounting;
  • Management of treasury;
  • Integration.

Then during 2011 were consistently put into operation of a subsystem:

  • Budgeting, formation of the individual and consolidated statements "plan fact";
  • Accounting according to IFRS and formation of the consolidated statements according to IFRS.

Since January, 2012 the Unified information system of JSC HK of "GVSU "Center"" is completely put into commercial operation.

Project Results

Main project deliverables:

  • Implementation of essentially new technique of daily material accounting by types of the installation and construction works (ICW) allowed to control degree of completeness of accomplishment of SMR in a foreground mode.
  • The model of budget planning and the plan-fact analysis is improved that allowed to reveal unreasonably shown or hidden volumes of costs, as a result volume of costs of the enterprise it was succeeded to lower, on average, by 10%.
  • Implementation of uniform methodology of accounting and the reporting allowed to receive the comparable reporting under all enterprises of group and not to spend time for its reduction to a uniform format. Terms of providing and time expenditure are reduced by formation of the individual and consolidated statements of group several times.
  • The company management had an opportunity to see dynamics of execution of business plans of group in the online mode at weekly/monthly meetings of directors of the enterprises of group in Management company that it allows to control efficiency of the enterprises and to make timely management decisions.
  • Due to the strict automated control of obligation fulfillment under agreements the average depth of receivables is reduced. It allowed to reduce the level of crediting of buyers, customers, suppliers and contractors.
  • All information systems of group are integrated in the uniform space created on the basis of the solution "1C: Manufacturing Enterprise Management 8".
  • Completely paperless technology of approval of agreements and requests for payments within Holding is implemented that allowed to reduce several times terms of approval of documents and to increase transparency of process.
  • The Local Competence Center model which allowed to provide the necessary level of support and further development of a system is developed and implemented.
  • Higher level of automation of activity allowed to reduce the number of accounting services.

As a result the unified information system works in the mode of the Distributed Information Base (DIB), with a separate node for each enterprise. At the same time the Central node of RIB is used for management of NSI, accounting according to IFRS and formations of the consolidated statements of all types. In total in a system 470 users in Moscow, in the Moscow and Nizhny Novgorod Region work.
