In the Voronezh region a uniform IT system for personnel management of civil service

In the Government of the Voronezh region implementation of an automated system "PARUS is begun there is Personnel management of public service". Within the project full accounting of personnel resources of all executive authorities of the region (32 departments) in the unified information system will be organized.

The implemented solution gives the chance to automate practically all directions of personnel activity of state bodies: the basic accounting processes connected with revenues to service and its passing; planning and control of preparation, retraining and advanced training; maintaining information on a talent pool; formation of the public servants given for the register. The functionality of the software product allows to prepare quickly different references on personnel structure and organizational and regular structure, to reveal problems in the field of personnel work (for example, a high staff turnover), provides control of observance of regulatory legal acts.

A system will be constructed by the principle of "The uniform server", specialists of regional departments will work in the single database. This architecture will provide:

• significant savings of financial and labor resources at the expense of the centralized administration and updating of a system;
• high-quality accounting due to use of uniform accounting policy, regulations and report forms;
• direct access to accounting information (in different cuts), necessary for the analysis and decision making by the management of the region.

Today a system PARUS is applied to personnel management of public service in personnel divisions of public authorities of 34 subjects of the Russian Federation.
