Biography

Born September 11, 1969 in Zhytomyr, Ukraine.

1990 - graduated from the Ryazan Higher Airborne Command School^[1].

2008 - graduated from the Russian Academy of Public Administration under the President of Russia.

1990-1994 - served in the Armed Forces of the Russian Federation in various command positions. Member of hostilities.

1994-2002 - served in the units of the Ministry of Emergency Situations of the Russian Federation.

He repeatedly participated in humanitarian and rescue operations at all levels, both in Russia and abroad.

2002-2007 - Assistant Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Management Sergei Shoigu.

2007 - by decree of the President of the Russian Federation he was appointed head of the apparatus of the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of the Consequences of Natural Disasters.

• Represents the Office of the Minister in relations with the leadership of the EMERCOM of Russia, territorial bodies, FPS SGS, rescue military formations, GIMS, emergency rescue and search and rescue formations of the EMERCOM of Russia, VGSH, educational, research, medical, sanatorium-resort and other institutions and organizations under the jurisdiction of the EMERCOM of Russia on issues within the competence of the Office of the Minister;

• distributes the duties of the deputy and heads of the department of the Office of the Minister;

• organizes work on recruitment and arrangement of personnel in the Office of the Minister;

• organizes measures to improve the skills of employees of the Office of the Minister;

• make proposals to improve the structure of the Office of the Minister in accordance with the established procedure;

• provides working conditions for employees of the Office of the Minister determined by legislative and other regulatory legal acts of the Russian Federation, initiates improvement of working conditions and encouragement for successes in service and in work, makes proposals on applying disciplinary measures to employees of the Office of the Minister;

• on behalf of the Minister or the person acting temporarily, represents in accordance with the established procedure the interests of the EMERCOM of Russia on issues belonging to the competence of the Office of the Minister, except for the representative office, for the implementation of which, according to the current legislation of the Russian Federation, a power of attorney is issued;

• coordinates the activities of structural units of the central office of the EMERCOM of Russia, territorial bodies and organizations of the EMERCOM of Russia on the organization of the execution of the Minister's instructions and the preparation of measures with the participation of the Minister, gives appropriate instructions to their managers on the preparation of the necessary documents and the implementation of preparatory and other measures;

• reports secret mail to the Minister;

• has the right to request from structural units of the central office, territorial bodies and organizations of the EMERCOM of Russia reference and information materials on the progress of the implementation of the instructions of the^[6].

In May 2024, after the change of the Minister of Defense, by decree of the President of Russia, Colonel-General Yuri Sadovenko was dismissed from the post of chief of staff of the Ministry of Defense.
