The administration of Kalmykia together with Corus Consulting begins an implementation project medical InformSystems of republican scale

The CORUS Consulting group won an open competition for creation of a regional fragment of the single state information system of health care (SSISHC) in the Republic of Kalmykia, the press service of integrator reported on December 2, 2012.

Tasks

Within the project in medical institutions of the Republic of Kalmykia the Federal Standard Medical Information System (FSMIS) is implemented. The project already started. According to terms of the contract, will connect 29 medical institutions of the republic to a new information system.

The sales director of solutions for a public sector and medicine of Corus Consulting Denis Chumakov noted advantages of creation of an information system of health care based on solutions with an open program code: "The regional fragment of Uniform State Health Information System in the Republic of Kalmykia is created completely based on the open source that meets the requirements of the Government of the Russian Federation formulated in "The plan of transition of federal authorities and federal budgetary institutions for use of the open source". Besides, when comparing cost of this project with the cost of creation of the similar systems in other regions based on the proprietary software we see that use of solutions based on Open Source allows to reduce the total cost of the project more than three times and also protects the state customer from need to pay for use of software licenses in the future".

Expectations

Using FTMIS work of clinics, hospitals, pathoanatomical departments, dental clinics, departments of blood transfusion and laboratory researches in medical institutions of the Republic of Kalmykia will be automated. A system will allow to keep account of the serviced patients, to manage the schedule and making an appointment, to keep electronic medical records, to manage bed fund. Besides, system implementation means automation and the providing functions, such as settlement for the provided medical care, management of kliniko-expert activity, personnel, the analysis of activity and reporting of the medical organization.

Specialists of Corus Consulting will carry out integration of a regional fragment of Uniform State Health Information System with a federal fragment of Uniform State Health Information System of the Russian Federation and also with external information systems of the Republic of Kalmykia. As an integration bus it is going to use the product InterSystems HealthShare. Interaction with information systems of compulsory health insurance, "the universal electronic card" and some other medical information systems of the Republic, including with the Regional information system of monitoring of obstetric aid (RISAR) which is already implemented by forces of Corus Consulting will be as a result provided.
