Content

In view of importance and need of use of modern information technologies for increase in efficiency and compliance to current trends, the City administration of Voronezh in 2011 initiated the decision on upgrade of a system of corporate mail and the platform for storage and data management.

The aspiration to increase efficiency of interaction of employees of a large number of structural divisions, managements and departments and also to provide more convenient and quick search of information became a basis of this solution. The developed project had to resolve a number of important issues – effective management of a huge number of statistical information, economic calculations, plans and forecasts; the centralized storage of contents of mailboxes, solution integration with the existing information technologies; increase in efficiency of employees by reduction of paper work.

Situation

In Administration of the city district of the city of Voronezh there was a need of increase in efficiency of municipal management due to implementation of information and communication technologies.

Specialists of administration worked with the large volume not of the structured information - statistical information, different forecasts and economic calculations, planning of the budget and execution of works for its mastering. Every day more than hundred gigabytes of different information were created, data were duplicated also due to the lack of structuredness and search mechanisms through a certain interval, data had to be created repeatedly. The existing databases were not integrated between applications and themselves, there was a complexity of transition to the unified interdepartmental interaction. Not less important problems of operational information exchange of staff of administration and local government authorities of the city district required the solution. The existing systems of electronic mail exchange did not provide protection against undesirable correspondence, there was no access to a system from mobile devices and through the Internet, there was no possibility of scheduling, lack of the uniform structured address directory and the managed mailing lists, and the information security of mail correspondence was also not ensured.

Solution

Solution development and implementation of this project was implemented by Peremena Company, system integrator with the highest partner status of Microsoft corporation - Microsoft Partner Gold in the field of system integration from six Gold competences and nine Silver.

For the solution of the listed tasks, Change, proposed effective solution on the basis of modern software products of Microsoft – Microsoft SQL Server 2012 and Microsoft Exchange Server 2010, and the choice of technologies of Microsoft allowed to solve a number of the following problems:

  • cost reduction;
  • regimentation of works of postal services
  • Reliability and scalability of a mail system
  • possibility of disaster recovery of mail correspondence and backuping;
  • convenient access to messages;
  • data protection of electronic correspondence;
  • simplicity of administration and smaller dependence on support services;
  • Stability augmentation of management of databases
  • Increase in productivity of a system

Works on implementation of the project were performed in several stages; works on the analysis of information and organizational infrastructure of the Customer, the analysis of the existing information flows, rules, regulations and problems of automation were carried out. On the basis of collected data, additional settings, reports and software modules on design of database management systems and message exchange were developed.

Before integration proposed solution was deployed, tested and shown to persons, responsible for the project, in own data center of Peremena Company to Voronezh.

At a stage of implementation all thin tunings of systems were performed, existing are transferred and new data are entered, it is provided user training and system administrators of the Customer, operational and executive documentation is developed and issued

Advantages

As a work result – transfer of the big municipal entity with all its structural divisions on qualitatively new level of uniform service of e-mail and management of databases, and the technical group fully felt ample opportunities of administration of mail services that allowed to lower considerably time for user support and to increase IT department performance.
