The network company "FGC UES" prepares for start the situational center in Sochi

"The Russian corporation of means of communication" announced on December 7, 2012 end of the first stage of works on creation of the joint situational analytical center (JSAC) by request of JSC FGC UES. OSATs is intended for integration of work of FGC UES branch of JSC - the Sochi PMES and Kubanenergo branch of JSC - "The Sochi electric networks".

Presentation

Results of works are shown to the chairman of the board of Federal Grid Company Oleg Budargin on November 30 in Sochi. The presentation was held by the First Deputy CEO of Russian Telecom Equipment Company Andrey Badalov and the head of the department of information security and special projects of JSC FGC UES Nikolay Egorov.

The first stage of the project includes creation of the OSATs stand which consists of a complex of tasks of situational analytical center and the uniform command center security (UCCS). This stand is intended for ensuring functioning of ETsUB and creation of base for refining of functional requirements to OSATs. The OSATs stand is located in the building of Kubanenergo branch of JSC "Sochi electric networks" in Sochi.

The complex of program technical means is intended for holding meetings of heads of different level, for work of the anti-recessionary headquarters at emergence abnormal and emergencies. Following features are implemented:

• information visualization, necessary when holding meetings of heads of different level and also for work of the anti-recessionary headquarters at emergence abnormal and emergencies;
• the organization and holding sessions of a video conferencing with subscribers of networks of a video conferencing of JSC IDGC and JSC FGC UES and also with officials on substations (PS) of JSC FGC UES of the Sochi power district.

During demonstration of opportunities of OSATs means of intellectual processing of a video information and decision support by personnel of security services are shown. Besides, within OSATs functioning of the full-scale decision making support system for management of power supply of the Olympic Games created by Russian Telecom Equipment Company by request of JSC FGC UES is supposed. Possibilities of this system were also shown during the specified action. Actually, based on OSATs the Command center power supply of the Sochi region – as a crucial element of reliability assurance and stability of a power generating system of the Olympic Games already began to function.

Expectations

The second stage of works assumes creation of OSATs in full, including system implementation of decision support (SPPR) and also the system of operational and technology management (SCADA-EMS).
