2025: Completion of the new terminal

By the end of November 2025, the construction of a new passenger terminal, which was erected at the expense of a private investor, is being completed at Blagoveshchensk International Airport. The volume of investments in passenger and cargo terminals amounted to about ₽12 billion.

The opening of the new terminal is scheduled for December 2025. It will be timed to coincide with the check-in of the airport's first millionth passenger. The area of ​ ​ the new airport complex is 25 thousand square meters. m, which exceeds the size of the existing building by 3.5 times.

A new terminal was built at Blagoveshchensk airport for ₽12 billion

Alexander Karpov, Executive Director of Blagoveshchensk International Airport, noted that the last five years of the airport have shown regular records for passenger traffic. According to Alexander Karpov, a million passenger is expected in 2025. The chief executive said there had been virtually no international flights at the airport three years ago, but the international programme had expanded substantially in two years.

Blagoveshchensk Airport is undergoing the largest reconstruction in the history of its existence. The first capital terminal was opened in 1965. After 60 years, the terminal was modernized, since the capacity of the former building for the growing passenger traffic was no longer enough.

The air harbor operates scheduled flights to Harbin and charter programs to Thailand and Vietnam. Flights to Beijing are also planned. The airport carries out transportation to the following directions:

  • the Far East;
  • Moscow;
  • Ural;
  • Siberia.

To expand capabilities, a new runway was put into operation. A platform with a length of 3 thousand meters allows you to receive wide-body aircraft. New taxiways and aprons were launched in the air harbor. This allowed the aircraft to increase the speed of descent and taxi to the parking lot without waiting for towing. New radio engineering, lighting and meteorological equipment of domestic production is installed on the strip.[1]

7 billion rubles will be allocated for the reconstruction of Blagoveshchensk airport, the official website of the Amur Region reports in September 2020.

ABS LLC, a joint venture of Airports of Regions Management Company and Novaport Holding, won the competition for the reconstruction and management of Blagoveshchensk International Airport as part of a concession.

The competition was announced in December 2019. On September 2, 2020, three potential investors presented their business projects for the modernization of Blagoveshchensk airport: ABS LLC, Far Eastern Concession Company LLC and KrasInvest LLC. The tender commission checked the documents of the participants within 15 working days. As part of the competition, ABS offered to invest at least 7 billion rubles in the objects of the concession agreement.

The winner of the competition was determined by comparing the final points assigned to each participant of the competition based on the results of consideration and assessment of the submitted competitive proposals. The comparison was carried out by ranking the final points.

The modernization project of the main airport of the Amur Region is strategic for the region. The new airport will become the central element of transport infrastructure, which is necessary for the development of the region's economy and tourism.

Under concession conditions, the investor will build a new international terminal, as well as a cargo complex, reconstruct the forecourt with the expansion of the parking area, and modernize the existing domestic terminal. At the same time, the airport remains in regional ownership and after the end of the concession returns to the use of the region.
