Biography

Was born in the city of Kirovsk of Murmansk region. Studied at comprehensive schools No. No. 9 and 12 of the city of Kirovsk. On the termination of the 8th class entered the Kirov mountain technical school in "Mineral processing".

Graduated from the Murmansk state teacher training college majoring in History (1985), the Petrozavodsk state university in Law (1995).

Career

In 1977 after the termination of the Kirov mountain technical school received distribution to work to Tallinn for Maardusky chemical plant.

In 1977 it is called in ranks of AF of the USSR, served in Kaluga, Moscow.

After service in 1979 came working to Apatit production association of S.M. Kirov.

From April, 1980 to March, 1983 worked as the instructor of department of the Komsomol organizations at first of the Kirov, then Kandalaksha city town committee of the All-Union Leninist Young Communist League.

13 years of service in law-enforcement bodies (March, 1983 till May, 1996). Graduated from service as the deputy chief of the Kandalaksha city department of militia – the chief of investigative department.

During the period from May, 1996 to October, 1997 worked as the legal adviser of Kandalaksha Aluminium Plant public joint stock company and from October, 1997 to November, 1997 the legal adviser of the Office of the Federal Tax Police Service of the Russian Federation for Murmansk region.

From November, 1997 to March, 1999 – continuous service in the Office of the Federal Tax Police Service of the Russian Federation for Murmansk region as the chief of the Kandalaksha interdistrict department.

March, 1999 – Kola Nuclear Power Plant – the head of legal department. Headed one of the most important and difficult sectors connected with legal wellbeing and economic safety of the enterprise. Next year it is appointed the associate director of nuclear power plant on economic safety, legal work – the head of legal department.

Political career

Since November, 2005 as the head of the municipality.

In March, 2010 the city Polyarnye Zori with the subordinated territory" is repeatedly re-elected to a position of the head of the municipality ".

It is awarded with the medal "For Faultless Service" 3 degrees, a silver medal of Rosenergoatom Concern for successful work on the Kola nuclear power plant.

Public and social activity

From 2004 to 2007 - was the Arbitration judge of wholesale market of the electric power of the power pool system of Russia.

From 2006 to 2010 - headed "Union of Municipalities of the South of the Kola Peninsula" Non-profit partnership where 7 municipal entities entered. At this time between NP and the Union of municipalities of East Lapland (Rovaniemi) a number of important projects in the field of tourism, education, culture and business development was concluded and implemented. Under the auspices of the European Union the only Border Gymnasium project in Russia existing 6 years within which school students study in Russia and Finland is implemented.

Since 2007 - the vice-chairman of Association of municipal entities of Murmansk region.
